Accompanying Evaluation of the Initiative “Hospital Partnerships — Partners Strengthen Health”.
Background Information:
Hospital Partnerships — Partners Strengthen Health is an initiative to support partnerships between German health institutions and health facilities in low and middle-income countries. Currently, 83 partnerships are funded within the framework of the 2 funding programmes Health Partnerships — Global and University and Hospital Partnerships in Africa. The initiative was launched in 2016 by the German Federal Ministry of Economic Cooperation and Development (BMZ) and the Else Kröner-Fresenius Foundation (EKFS). The German Federal Government is committed to the Agenda 2030 and regards health as a priority of German Development Cooperation. Goal 3 of the Sustainable Development Goals (SDGs), “to ensure a healthy life and well-being for all persons of all ages” and particularly sub-goal 3.8, the call for “Universal Health Coverage” (UHC), form the overarching framework of the Initiative.
Scope of Work:
The accompanying evaluation shall aim to appraise the projects’ contribution to improved health services (also in the context of UHC) in partner countries. Based on this, the evaluation shall contribute to the further conceptual development of hospital partnerships as a tool for development cooperation in the health sector.
The core objective of the evaluation is the generation of scientifically proven knowledge on the effectiveness of the Hospital Partnerships — Partners Strengthen Health Initiative’s funding programmes and its supported hospital partnership projects. This process envelops 3 main purposes:
(a) evaluation of the Initiative Hospital Partnerships — Partners Strengthen Health based on a sample of projects from both funding programmes;
(b) support to monitoring of the funding programme Health Partnerships Global separately;
(c) scientific establishment of success factors and contribution to the further conceptual development of the tool “hospital partnerships”.
In consideration of the OECD DAC Criteria for Evaluating Development Assistance, the evaluation aims to support learning and accountability efforts and shall answer questions regarding both programmes’ Relevance, Effectiveness, Efficiency, Impact and Sustainability. In addition, Processes and Management, Context and Success Factors will be appraised. Detailed, adjusted and revised evaluation questions, respective indicators and criteria shall be developed by the Contractor based on pre-existing standards as part of the inception report and agreed upon with GIZ.
Tasks and Requirements:
The evaluation team shall consist of 1 Team Leader and a pool of experts, and is expected to accomplish the following defined service packages:
1) methodological framework:
Based on already existing documents of the Initiative, its funding programmes and the funded hospital partnership projects, the Contractor is expected to set up a comprehensive methodological framework for the evaluation project;
2) conduct baseline and mid-term-evaluation and support regular monitoring of the funding programme Health Partnerships Global:
This includes conducting field research in selected partner countries, the validation of the baseline and mid-term evaluation report in workshops with an evaluation sounding board in Germany as well as the design and implementation of the respective workshops;
3) conduct end-term evaluation and scientific establishment of success factors and contribution to further conceptual development of the tool hospital partnerships:
This entails data collection in Germany and partner countries, comprehensive analysis and delivery of a consolidated end-term evaluation report that shall be validated in an end-term validation workshop in Germany, as well as the subsequent delivery of a synthesis report and accompanying event.
