South African municipalities face a number challenges regarding supply chain management. These range from a lack of proper knowledge, skills and capacity to inadequate procurement planning and the linking of demand to the budget as well as the monitoring and evaluation of supply chain management processes. The approach for the improvement of current supply chain management practices is via organisational and individual capacity development initiatives which are in alignment to the modernisation concept of the South African Government.

Therefore, GIZ will support its eight partner municipalities in the provinces of the Eastern Cape and Mpumalanga to build their capacity in supply chain management, both institutionally and individually through innovative organisational development and capacity development measures that should go “beyond formal compliance” and have a clear link and relevance for improved service delivery. Description of Service.

For this support, GIZ seeks a Firm of Consultants with specialised expertise in supply chain management. Support will be clustered in five specific modules:

— Module 1: Human Capacity Development (HCD).

— Module 2: Organisational Development (OD).

— Module 3: Information and communication technology (ICT).

— Module 4: Business Support and Civic Awareness.

— Module 5: Up-Scaling.

Dauer: 24 Monate
Beschreibung der Verlängerungen:

Extend the duration of the Firm of Consultant’s contract resulting of this tender and increase the budget accordingly if and when the extension of the BMZ commission is confirmed and funding is available for additional services.

These are, but not limited to, the prolongation of LTE/STEs assignment, additional workshops and trainings etc.

Beschreibung der Optionen:

See 2.7) It is the intention of the Governance Support Programme II to extend the duration of the Firm of Consultant’s contract resulting of this tender and increase the budget accordingly if and when the extension of the BMZ commission is confirmed and funding is available for additional services. These are, but not limited to, the prolongation of long-term experts and possible extension of short-term-expert’s assignment, additional workshops and trainings, knowledge management and publications as well as necessary procurements.

In this case GIZ reserves the right to award contracts for additional services of this type (i.e. contract extension and/or increase) within the framework of the project described in the terms of reference to the successful company in this tender by means of a negotiated procedure without prior call for completion.

The price adjustment pursuant to section 5.25 of the General Terms and Conditions of Contract shall be determined by the mean collectively agreed salary increases under GIZ’s collective bargaining agreement during the term of this contract.
