Kurze Beschreibung:

The Technical Cooperation measure TC measure: Post-Ebola health system strengthening and epidemic prevention in in Liberia was officially started in May 2016. The objective of the project is to enhance the resilience of the Liberian health system, including strengthening the capacity for health systems research.

Working with Tubman University in Harper, Maryland, GIZ is seeking an international academic institution or a consortium of a consulting form and an academic partner to initiate a programme of research capacity building at Tubman University in the area of health systems. The aim is to develop the both institution and its faculty through a well-designed, coordinated programme which combines consultancy and advisory work and human capacity development. The twin goals are the development of a research strategy for the College of Health Sciences and the development and delivery of a basic research skills programme for faculty members. This procurement is timed to coincide with the 2018/2017 academic session: All work needs to be completed within a timeframe set from the beginning of the contract (expected in August 2018) to October 2019.

This initiative is part of a wider package of support to the university itself and the south east of Liberia aimed at strengthening health systems and building resilience in the management of highly infectious diseases.

Beschreibung der Verlängerungen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to enter into a follow-on contract up to 2 years pursuant to the criteria listed in the terms of reference and the contract.

GIZ intends to extend the service period by written notice or contract amendment to the sucessfull bidder till 12/2019. The extension is subjected to an extension of commission of the BMZ.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:

1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,

2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,

3) complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,

4) more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
