1) Background:
The Nigerian Energy Support Programme (NESP) co-funded by the European Union and the German Government – Bundesministerium für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) – and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH) supports inter alia the development of the mini-grid market in Nigeria.
During its first phase (2013-2017), NESP supported its local public counterparts with the creation of an enabling framework for private investment in the mini-grid sector on the federal level and in 5 states (Cross River, Niger, Ogun, Plateau, Sokoto). The programme also piloted the development of 6 large off-grid solar mini-grids (50-100 kWp) in collaboration with local private companies using a Public-Private Partnership (PPP) model whereby the private sector covered 50 % of the project’s capital costs with its own equity and project finance. In collaboration with the United States Agency for International Development (USAID), it also provided support to financiers interested in the mini-grid space in view to unlock access to finance. The local companies were selected through an open competitive tender designed by NESP.
During its second phase (2018-2020), NESP will further support the development and enforcement of an investor friendly mini-grid framework. The main focus of this second phase will however be project implementation. In this line, NESP will support its local public counterparts on the federal and state levels in launching open competitive mini-grid tenders with an overall goal to support selected local companies in deploying large off-grid solar mini-grids that provide access to sustainable electricity services to 100 000 people and, at least, 400 businesses thereby effectively reducing gas emissions in rural Nigeria by 2020.
2) Description of the assignment:
NESP is looking for a team of international and local consultants with long experience in the mini-grid sector who can support in the realization of these targets through transaction, technical, legal and regulatory, financial and audit advisory services.
More concretely, the Consultants will support NESP in providing advice to key local stakeholders in the mini-grid sector such as the FMPWH, the Rural Electrification Agency (REA), the Nigerian Electricity Regulatory Commission (NERC), the Central Bank of Nigeria (CBN) or State Governments regarding the creation of an enabling environment for investment in the mini-grid sector in Nigeria.
The consultants’ work will be structured along the 5 below mentioned general lines of intervention:
1) Designing and implementing mini-grid tenders;
2) Monitoring mini-grids deployed with the support of NESP;
3) Refining the regulatory framework for mini-grids;
4) Unlocking access to finance for mini-grid projects;
5) Strengthening the mini-grid sector network.
The period of the assignment will be 26 months, from October 2018 to November 2020. The number of person days estimated for the assignment is 2198, out of which 886 are field days.
