Kurze Beschreibung:

The to be contracted services relate to the implementation of a three-pronged approach to promote agricultural finance for agri-based enterprises in selected rural areas of Nigeria.

Using agricultural and financial systems development approaches, GV AgFin aims at bridging the gap between the specific financial needs of the agricultural sector (demand side) and the insufficient provision of financial services for the agricultural sector on the supply side. In a concerted approach that combines interventions on the ‘demand’ and ‘supply’ side, the main objective of the GV AgFin is to improve the supply of farms and agri-based enterprises with financial services adapted to their business models. In order to achieve the objective, the global project uses an overall conceptual approach that is adjusted to the respective countries. The approach focuses on three project components:

1) (Global) New knowledge products to improve the supply of adapted financial services for farms and agri-based rural enterprises are developed for both supply- and demand side.

2) (Demand side) Expertise of farmers and managers of agri-based rural enterprises on the use of adapted financial services has increased.

3) (Supply side) Capacities of selected financial institutions for the development of adapted financial services for farms and agri-based enterprises have increased.

The services (contract period of app. 46 months (Oct. 2018 – July 2022) to be offered include the provision of one (1) int. agricultural finance expert (team leader) – 42 man month and two (2) national agricultural finance experts (46 month each), as well as a pool int. short-term experts (8 months) and a pool of national short-term experts (20 months). An option to extend the services for app. 2 additional years is included.

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to enter into a follow-on contract pursuant to the criteria listed in the terms of reference by means of a negotiated procedure without prior call for competition.

Beschreibung der Optionen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type pursuant to the criteria listed in the terms of reference up to the amount of 1,6 Mio EUR to the successful company in this procedure.

According to § 160 (3) Act against Restraints of Competition (German: GWB) the application for review by the public procurement tribunals (German: Vergabekammer) is inadmissible if.

Sentence 1 shall not apply to an application under § 135(1) no. 2 to have the award contract declared ineffective. § 134 (1) sentence 2 shall remain unaffected.
