In response to the Ebola Outbreak in West Africa between 2014 and 2015, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to work in cooperation with the Sierra Leonean Ministry of Health and Sanitation (MoHS) together with other partners towards a resilient health system that is responsive to its demands.
According to the Human Development Index, Sierra Leone is among the world’s least-developed countries (rank 175 of 182 in 2015). On national average, about 52,9 % of its 6 000 000 population live in extreme poverty. Sierra Leone and its neighbouring countries, Liberia and Guinea, were severely afflicted by the Ebola outbreak, which overburdened the countries’ fragile health systems. In Sierra Leone 14 122 cases of infection and 3 955 resulting deaths registered were registered. To date, the MoHS is in the process of strengthening its health system. Its sector is critically understaffed and highly centralized. Health services are underfunded, so that opportunities to improve performance capacity and quality consistently fail to meet the demand. The situation is particularly precarious in maternal and child health. The system for routine and regular collection and processing of health-related data, moreover, is not fully developed and cannot be managed efficiently due to shortcomings in human capacity and competency. As a result, there is little resilience to respond adequately in the event of an epidemic outbreak. As a consequence, the health system cannot be managed efficiently, especially in crises. The health system in Sierra Leone is not adequately tailored to meet its service requirements (core problem).
The module objective of the project is: The health system in Sierra Leone is better geared to meeting service requirements.
The project comprises of 3 fields of activity that are aligned to the Sierra Leone National Ebola Health Sector Recovery Plan 2015-2020. The first field of activity is directed at raising the quality of service delivery in the health sector, particularly by strengthening decentralization and management of human resources in health. In the second field of activity, the project will concentrate on mainstreaming financing strategies for human development and health services in policymaking. The third field of activity seeks to improve the surveillance and response system for notifiable infectious diseases and link it with Sierra Leone’s neighbouring countries, Guinea and Liberia. The improved system will be introduced at 2 locations in the east and west of the country (Kailahun, Kambia) as a pilot measure.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:
1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3) complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;
