1) Background:
The Nigerian Energy Support Programme (NESP) co-funded by the European Union (EU) and the German Government — Bundesministerium für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) — and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH) supports inter alia the development of the on-grid Renewable Energy (RE) market in Nigeria.
The programme builds upon an initial 4-year phase (2013-2017) during which NESP supported, inter alia, regulatory reforms allowing for the integration of variable RE (vRE), notably solar, into the grid; the development of a structured bidding approach for the competitive procurement of additional on-grid solar capacities; and better grid planning (incl. grid studies and system adequacy reporting) and operations. The programme also supported general policy formulation and sector coordination.
During its second phase (2017-2020), NESP will continue supporting on all these aspects, although there will now be a stronger focus on project implementation geared towards competitive procurement of additional on-grid solar generation capacities. While the first phase focussed on grid planning and operations on the transmission level, NESP II will also incorporate the distribution level. Whereas NESP I supported the development of the regulatory framework for competitive procurement and integration of vRE, NESP II will also cover the review of the regulation for ancillary services;
2) Description of the assignment:
NESP is looking for a team of consultants with long experience in the on-grid power sector in Africa who can support in the realization of the above-mentioned targets through transaction, technical/engineering, legal and regulatory as well as financial advisory services.
The consultants will support NESP in providing advice to key stakeholders regarding the creation of an enabling environment for investments in the on-grid solar sector in Nigeria.
The consultants’ work will be structured along the 5 below mentioned general lines of intervention:
1) Preparation of policy papers and organization of dialogues on on-grid solar related topics;
2) Development and enforcement of the regulatory framework, notably on the on-grid solar as well as ancillary services markets;
3) Development of studies on grid protection systems and voltage stability;
4) System planning including the preparation of the System Adequacy Report;
5) Design and implementation of a tender approach for the competitive procurement of on-grid solar;
6) System and market operations, notably, considering that solar will feed into the grid in the future.
The period of implementation for this assignment will be 24 months from December 2018 to November 2020. The number of person days estimated for the assignment is 2 241, out of which 782 are field days;
