The joint co-funded project has started in December 2017. The programme aims to support the expansion of semi-intensive freshwater aquaculture for the domestic market and the promotion of coastal aquaculture in a sustainable, inclusive and climate-resilient manner.

The objective of this assignment is to strengthen the Myanmar DoF and private sector concerning SPS measures to improve aquatic animal and public health plus food safety for domestic consumption and export.

The main tasks are the following:

— development of a master plan for sustainable SPS / aquatic animal health service delivery, incl. privatisation or joint ventures. This includes the participation in the review of the relevant regulatory framework for updating legislation and policies on aquaculture, including Sanitary and Phyto-Sanitary (SPS) regulations,

— enhancing the food safety system of the DoF in particular in regard to the expected authorisation for the export of aquaculture products into the EU. This includes as well the development of relevant guidelines for “quality” fish feed production and “certification” of fish feed,

— strengthen the DoF in respect to SPS measures, Aquatic Animal Health and Disease Control (Infrastructure and human capacity development) hygiene and quarantine (Yangon Central Disease Laboratory and 2 field stations). Upgrade of existing laboratories,

— provide technical advice to selected hatcheries advice to improve hatchery operations in respect to SPS standards, disease control and biosecurity (including the establishment and operation of 1 bio-secure model hatchery),

— advise the DoF and private sector (MFF) on SPS issues in order to improve animal and public health (disease control, bio-security, anti-microbial resistance, water quality analyses), as well as food safety (e.g. risk management, hygiene, residue monitoring, traceability, etc.) of products for domestic consumption and export,

— strengthen institutional and technical capacities including the ASEAN Good Aquaculture Practices (ASEAN GAqP), Good Manufacturing Practices (GMP), biosecurity and traceability,

— provision of inputs to trainings and vocational training courses (TVET) by DoF or service provider.

At least 5 reference projects in the technical field Aquatic Animal Health and Disease systems/ institutions and at least 3 reference projects in South East Asia in the last 3 years.

The technical assessment is only based on reference projects with a minimum commission value of 300 000 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

1) the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the Contracting Authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2) complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the Contracting Authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;

3) complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the Contracting Authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;

4) more than 15 calendar days have expired since receipt of notification from the Contracting Authority that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
