Beschreibung der Beschaffung
CUSP forms part of the overall Strengthening Governance and Civil Society Programme (GCSP) implemented by GIZ in Uganda with its other two components (Strengthening Human Rights and Strengthening External Audit) which are, although much smaller in size, creating additional synergy effects through the enhancement of a human rights based approach and fostering accountability chains within the development process. The GCSP is commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) from 1.4.2017 to 31.3.2019. GIZ has submitted a change offer to BMZ to increase the allocation to the GCSP and to extend its duration to 31.12.2021. Should the BMZ not commission the change offer, GIZ would cancel the tender and not commission the assignment. The overall objective of GCSP reads: “Selected state and civil society actors have increased capacities to work towards adherence to human rights and governance principles (transparency, accountability, efficient and effective administration as well as political participation) in their respective fields of work.” The measure is being implemented nation-wide. In order to achieve its objective, the GCSP works in 5 action areas:
A. Strengthening of External Accountability;
B. Strengthening Human Rights;
C. Strengthening an Enabling Environment for Civil Society;
D. Improving Civil Society Participation; and
E. Strengthening Service Delivery and Advocacy of Civil Society Organisations.
The tender at hand refers to the 3 EU co-funded components 3) to 5) which form the CUSP programme with the overall objective “to contribute to reduced poverty through better governance” and the specific objective “to strengthen and improve the capacity and efficiency of civil society in Uganda, highlighting the Government of Uganda – CSO engagement in support of Uganda’s development goals”. The CUSP programme follows a multilevel approach and is being implemented with a focus on the focal sectors of the European Union’s National Indicative Programme for Uganda (infrastructure, agriculture/food security and governance) and the portfolio of the German Development Cooperation with Uganda (water, energy, rural development, human rights and external audit). In particular, the consultancy will mainly contribute to the achievement of the CUSP outputs 2) and 3) which form component D) and E). The FC will specifically be responsible for the following activities:
1) Technical support to the development of standardized training courses on core competencies for CSO/CSO network staff members (e.g. on research, results-oriented planning, M&E and reporting, financial and administrative tasks, leadership and management, human resource management, information and knowledge management) suitable both for self-learning and teaching in a class room setting either by the local partner (see next point) or other training providers.
2) In cooperation with a local partner (institute, consultancy firm or civil society organisation), regularly offering these standardized training courses for CSO/CSO network staff members through a pool of local long-term experts (Expert Pool 1);
3) Providing a pool of international short-term experts (Expert Pool 2) to:
(a) advise the CUSP team on specific topics, such as:
— income diversification for CSOs and innovate funding options,
— specific needs of private sector associations, chambers of commerce, cooperatives and trade unions as well as on,
— cooperation with academia which are currently not fully covered by the CUSP staff; and
b) provide organisational development support to the CUSP team on the management, coordination and monitoring and evaluation system of the programme.
