The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government – Bundesministerium für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) – and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH). It supports inter alia electrification planning in Nigeria. During its first phase (2013-2017), NESP, through its unit on rural electrification, supported the FMPWH and 5 partner states (Cross River, Niger, Plateau, Ogun and Sokoto) with electrification planning (incl. geo-data gathering, management and least-cost modelling). This resulted in the creation of an online Central Data Management System (CDMS) hosted by the FMPWH, a preliminary off-grid solar electrification plan for the whole of Nigeria as well as 5 more detailed state rural electrification plans. The focus of this first intervention was rather on modelling than on data gathering. Thus, secondary geo-datasets were used for the modelling. While validating the results of the modelling, the team realized that the geo-data used for the exercise were inaccurate and outdated. As a result, during its second phase (2017-2020), NESP has established the Electrification Planning Unit that will focus on data gathering and management to provide a stronger basis for electrification planning and monitoring. Data gathering will be done, mainly, via field surveys, while the CDMS created during the first phase will serve as the data repository. The ultimate goal of this intervention will be to ease access to market intelligence by power utilities so that they identify areas viable for their business model
faster and, thus, foster electrification in Nigeria, while, at the same time, improving the electrification planning and monitoring capacities of the Government of Nigeria.

1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3) complaints of infringements of contract award regulations that 1 become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;
