Umfang der Beschaffung
Kurze Beschreibung:

Support to the Government of Malawi to strengthen the coordination and implementation of the Malawi national social support programme II (MNSSP II). This includes the development of a comprehensive programme implementation manual, establishment of harmonised e-payment mechanisms and enhancement of the unified beneficiary register to include GIS, mobile data collection and data analytics capabilities. GIZ also intends to achieve this by strengthening the capacity of district councils in the management and implementation of social protection programmes at the district level. This will include provision of training workshops on related topics, such as watershed management, as well as development of a certificate level training course on social protection for extension workers.

To execute this work, GIZ is looking to engage a firm for providing a pool of short term expertise through highly qualified and reputed international, regional and national experts in the following topics:

— Social protection,

— Tertiary / vocational education and community extension,

— Watershed management,

— Digital financial services,

— Information systems.

The experts from the pool shall be deployed flexibly over 30 months from the start of the contract and until no later than 31.9.2021. Deployment of experts shall be done in coordination with the partner and GIZ based on the specific ToR that shall be provided by GIZ for each activity package during implementation. The firm shall be responsible for selecting, preparing, training and steering the experts assigned to perform the advisory tasks. The firm shall make available equipment and supplies and assume the associated operating and administrative costs. The firm shall also manage costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ as well as report regularly to GIZ in accordance with the General Terms and Conditions of GIZ.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year),

(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2017.

Mindeststandards:

For (1): At least 2 000 000 EUR (net) for the applicant or the consortium;

For (2): At least 10 employees for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

Declaration on reference projects of the applicant or the member of the consortium in the technical field of "Social Protection", in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

Mindeststandards:

— At least 5 projects in the technical field "Social Protection",

— At least 5 projects in the Region "Eastern Africa",

— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 200 000 EUR (net).
