There is considera-ble public awareness, a strong political will and a concerted effort on the part of the administra-tion. The technical standards and norms have been set, and the regulatory framework for con-necting and operating rooftop PV systems has been fully developed (model regulations).

A large number of publicly visible rooftop systems, e.g. at sports stadiums and metro stations, are operational and are generating power. There is high volume of low interest rate financing lines, specifically for rooftop solar, existing from all major multilaterals including WB, ADB and KfW. Yet, the annual rate of expansion is not enough to achieve the target set for 2022. RE expansion is not as rapid as it should be (core problem).
The key challenges for large scale uptake, mainly from residential consumers, are lack of awareness on the benefits of adopting solar, the process of application, installer selection, the metering and billing mechanisms and how to operate and maintain the systems. A potential case to address these challenges is by aggregating the demand and fast-tracking the entire process of solar system installation by providing one-stop solution to consumer apprehension on techno-commercial-process aspects of installing rooftop solar systems.
The objective of the assignment is to achieve demand aggregation of 1000 MW of grid connected rooftop photovoltaic power plants in ten smart cities among all consumer segments leading to up to100 MW of either installed or under construction capacity.
The module objective of the project is ‘The expansion of rooftop PV systems in selected states in India is stepped up.’ The relevant output for this tender states ‘Municipal actors satisfy the conditions needed to take decisions on accelerating the installation of additional rooftop PV systems.’ The respective indicator is ‘In 5 selected municipal areas (e.g. in the smart and/or solar cities of Bhubaneshwar, Coimbatore, Kochi or other cities), the actors (e.g. municipal corporations, licensing authorities, local enterprises) have each received 3 recommendations for supporting the expansion of rooftop PV systems (e.g. building regulations, procedures, permissions, local taxes and fees) and a decision is awaited.’
The duration of the contract is from 12/2018 until 09/2020. The contract has a volume of up to 1 500 000 EUR.
