According to Article 160, Section 3 of the German Act Against Restraints of Competition, application for reexamination is not permissible insofar as: 1) the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected; 2) complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids; 3) complaints of infringements 5 /5 of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids; 4) more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint. Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Kurze Beschreibung:

In Southern Africa, intact ecosystems play a major role in securing the livelihoods of the poor and in promoting rural economic development. Not only do they provide essential services such as maintaining water cycles and preserving soil fertility, but they also lay the foundation for tourism and products that can be used sustainably. The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) supports the SADC Food Agriculture and Natural Resources (FANR) Directorate through the SADC Project – Transboundary Use and Protection of Natural Resources (TUPNR) to improve the implementation of SADC protocols and strategies for sustainable natural resource management in Transfrontier Conservation Areas (TFCAs) by regional and national actors.

World renowned tourism attractions like Chobe and Kruger National Parks, Victoria Falls, the Okavango Delta, and the Maloti-Drakensberg mountains lie within these cross-border landscapes. These destinations attract the bulk of the visitors traveling to Southern Africa. Untapped potential and the modern travelers’ desire to increasingly look for diversity and adventure within their travel experience offers an opportunity for the TFCAs as additional tourism destinations beyond the more famous attractions.

The tender concerns advisory and operational support as part of the TUPNR assistance to the SADC Secretariat, and through the Secretariat to relevant stakeholders in Member States to achieve the following objective: Transfrontier Conservation Areas are recognized as sustainable tourism destinations in the SADC Region.

Main topics of the tender include policy support to the SADC Secretariat, institutional strengthening of regional TFCA marketing entities (e.g. Boundless Southern Africa), destination marketing, public relations development and enhancement of public-private dialogue.
