The contractor will support the project 'DKTI Climate Sensitive Waste Management' on the national, regional and local level and contribute to the achievement of the Modul Objective which is defined as follows:
A waste circular economy contributing to climate change mitigation is introduced in selected regions of Serbia.
Since January 2018 GIZ has been implementing the DKTI Climate Sensitive Waste Management on behalf of BMZ. The project is funded by the German Climate Technology Initiative (DKTI) which is under the umbrella of BMZ and focuses on embedding the circular economy idea in the waste management sector with climate change mitigation potential. At the same time the project targets at the strengthening of the Serbian recycling sector, with a special focus on job creation and more specifically, the integration of informal resource collectors into the formal waste management system.

The project is divided into three fields of activities: (1) Policy and strategy consultation on the national level, (2) Planning and implementation on the regional level and (3) Implementation of „good practices“ on the local level.
The Capacity Development Strategy of the project focuses on the development of the individual, organizational and institutional capacities on the national (ministries etc.), regional (waste management regions) and local (municipalities, operators and private sector) level (multi-level approach). Expert advice is combined with process consultation. Necessary competences are developed through further training and learning processes on the job (training-on-the-job) and a systematic knowledge and experience exchange.

The Consulting service tendered here will complement the advisory services of GIZ in order to achieve jointly the given objectives. The duration of the project is Jan. 2018 — Dec. 2020, the contract of this tendered consulting package will probably start in Feb. 2019 and last until Dec. 2020.

Befähigung zur Berufsausübung:
1) Declaration on the Commercial Register, if the applicant or the member of the consortium is registered;
2) Declaration on the personal situation of the applicant or the member of the consortium, consisting of:
(a) Declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraints of Competition (Competition Act — GWB) or on the remedial actions and the measures;
(b) Declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedial actions and the measures.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can beincluded in case of invitation to tender held within 6 months of end of last financial year),
(2) Declaration on the employees of the applicant or the member of the consortium as at 31.12.2017.
Mindeststandards:
For (1): At least 1 000 000 EUR (net) for the applicant or the consortium;
For (2): At least 7 employees for the applicant or the consortium.
Technische und berufliche Fähigkeiten:
Declaration on reference projects of the applicant or the member of the consortium in the technical field of 'Waste Management', in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

— At least 2 projects in the Region 'Southern Europe',
— All reference projects must have been provided within the last 3 years with a minimum commission value of at least 300 000 EUR (net).
