Togo ranks 162

The Togolese energy sector is characterized by:

— poor infrastructure,

— connectivity,

— supply and quality,

— especially in rural areas. Only about 6 % of rural areas are electrified. The urban areas have a 50 % electrification rate, making the overall around 25 %. In addition, there are high connection costs to existing grids. For the entire energy sector, the framework conditions for a decentralized energy supply are not sufficiently favorable or unclear to the relevant actors. To address this shortcoming, an agency for the promotion of rural electrification and renewable energy (Agence Togolaise d'electrification rurale et des energies renouvelables, AT2ER) has been set up, which is currently being operationalized under the GIZ ProEnergie project. Against this background, the foundations for a decentralized and climate-friendly energy supply are inadequate (core problem).

The module objective of the ProEnergie Technical Cooperation (TC) measure is: “The prerequisites for a decentralized and climate-friendly basic energy supply have been improved."

To achieve this objective, the 3 interrelated fields of action are defined:

— area of action 1 (Functioning of the AT2ER) supports the establishment of the newly founded Agency for rural electrification and renewable energies. As the working areas and processes as well as the responsibilities and tasks of the agency are not yet clearly defined, the project includes the development of a manual of procedures and ensuring that the agency has access to basic equipment to carry out its activities,

— In Area of Action 2 (revision of framework conditions), the project supports the clarification and adaptation of the framework conditions for the decentralized energy sector (especially mini-grids, MG) in interaction with the key partners and stakeholders to make the decentralized energy sector interesting for private investment. As part of this process, tendering procedures for developing MG in Togo will be developed,

The project has a term of approx. 3 years (from signature of contract until 08/2020) with funds of the German TC contribution of up to 6 000 000 EUR.

The project is seeking consultants to support implementing area of action 2 by supporting AT2ER in tendering a batch of mini-grids and by supporting AT2ER to review and adapt the legal and regulatory framework facilitating the development of decentralized energy production in Togo. Therefore, strong expertise on developing and applying tendering procedures for mini grids and additional expertise in developing legal and regulatory frameworks in the context of decentralized energy supply are required.

Beschreibung der Verlängerungen:

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to enter into a follow-on contract pursuant to the criteria listed in the terms of reference and the contract.

1) Average annual turnover for the last 3 financial years (last but 4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year): at least 1 500 000 EUR;

2) Number of employees as at 31.12. of the previous year: at least 15.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field “Rural Electrification via Mini-Grids" with a minimum commission value of 300 000,00 EUR.

Mindeststandards:

At least 3 reference projects in the technical field “Rural Electrification via Mini-Grids" and at least 3 reference project in the region Western Africa in the last 3 years. The technical assessment is only based on reference projects with a minimum commission value of 300 000,00 EUR.

The TC measure can be regarded as the basis for further TC interventions but also for future Financial Cooperation programs in the decentralized and renewable energy sector. The project has a term of approx. 3 years (from signature of contract until 08/2020) with funds of the German TC contribution of up to 6 000 000 EUR.
