GIZ, with the Government of Liberia is looking to establish pilot surveillance sites for the monitoring of antimicrobial resistance and for the development of antibiotic stewardship projects. Bids from bodies able to demonstrate a high degree of scientific competence and the necessary capacity development are sought. This includes the posting of a long-term expert in Monrovia with support from short-term experts in the field. The project term will be of 12 months duration.

Given the highly scientific nature of this work, GIZ is seeking applications from a consulting firm, which is able to draw on the necessary scientific support to deliver this project. Accordingly, the successful bidder must have either directly employed and suitably qualified scientific staff on its team and in back stopping functions, or close links, explained in the bid, with a relevant scientific or research institution which is recognised for its expertise in this field. The contractor is responsible for achieving the outputs, complying with the associated indicators, fulfilling the module objective indicators, and implementing the following activities:

The overall outcome of the project is that "The resilience of the health system has improved, including resilience to outbreaks of epidemic diseases".

The interventions will contribute to:

— Module Indicator 1:

—— 3 local antibiotic resistances are isolated in south east Liberia

—— Baseline: none identified

—— Target: 3 identified

— Module Indicator 2:

3 of the 5 targeted South East county hospital laboratories which have been audited utilizing the Stepwise Laboratory Quality Improvement Process Towards Accreditation (SLIPTA) Checklist score 1 star in their final audit.

Baseline: 3 laboratories have 0 stars.

Target value 3 laboratories have 1 star.

The laboratory capacity for the diagnosis and prevention of infectious diseases has improved at the national as well as at District level.

— Output indicator B2:

Fully validated documentation on the effective functioning of the laboratory is available in each district hospital, consisting of standard operating procedures, quality and safety manual.

Target value: Fully validated documentation consisting of at least 10 standard operating procedures, 1 quality manual and 1 laboratory safety manual are available in all five district hospitals.

The tasks to be performed (by the contractor) also include processing linkages to the other outputs and implementing other relevant sections of the module proposal, e.g. the methodological approach for the corresponding outputs or dealing with the risks described therein. In particular, the tasks also cover cooperation with relevant actors.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
