The Project "Promotion of Perinatal Health in Kyrgyzstan" commissioned by BMZ aims to improve the quality of perinatal care services for pregnant women and newborns in Kyrgyzstan. In order to achieve that aim, three desired outputs have been identified:

(1) Embed human resource planning and management tools at the new Perinatal Centre in Bishkek; (2) Improve management of clinical services;
(3) Improve the referral system for pregnant women and newborns so that it meets the standards required of an integrated, patient-centred system. For the purpose of achieving output (2) the Project intends to improve management and clinical procedures in selected health facilities in the pilot regions (Bishkek, Chui, Issykul, Naryn and Osh) with focus on perinatal care. The quality improvement support is going to be provided on demand-base; health care organisations will have to apply for support through the project. The project plans to support up to 13 facilities. The introduction of quality management processes can support the development of services at the health facilities according to their needs. In participating facilities, the quality improvement committees will be established - or, where they already exist, supported - at the facilities in order to move towards compliance with the national and/or international standards. The quality improvement tools will be aligned to the facility"s needs and will focus on management and clinical procedures. The quality improvement committees will be supported in developing quality improvement plans. On the basis of that plans, the facilities will be able to access demand-driven support services in the form of technical advice or equipment. Experience gained by the Swiss Agency for Development and Cooperation (SDC) and the World Bank in quality improvements shall be incorporated. In addition, health care organisations may need to upgrade the clinical skills in obstetric and perinatal care of their staff to improve the quality of their services. When specific, highly specialised technical knowledge is required the Project will provide an access to an international pool of experts.

Therefore, the Project looks for the consultancy agency for the provision of highly specialised technical knowledge and skills via international pool of experienced experts. The first pool of experts is expected to provide continuous coaching on quality improvement, while the second pool will support improvement of certain clinical skills to physicians, nurses and midwifes. This will be defined on a needs-assessment in consultation with the concerned facilities. The support will be closely coordinated with the GIZ project as GIZ will provide two mentors to support across facility learning and support. The consultancy agency is also required to pay attention to close coordination with a third party (another contractor, selected under tender no 81229877), which will be developing dhis2-based IT-applications to support quality monitoring. These applications include a dashboard to visualize selected data and an online portal to collect CEMD data, to review them and to visualize them. Details of the IT approach are conceptualized in parallel to this tender, but meaningful population of the applications based on jointly agreed quality indicators can only be achieved through close cooperation and synchronized efforts of both contractors. The agency should provide a manager to managing both expert pools in terms of contracting experts, ensuring travel, accommodation, per diems and other relevant expenses. The services required include organizing and conducting two major workshops at the beginning and at the end of the project, as well as the necessary trainings in the health care facilities. Declaration on reference projects of the applicant or the member of the consortium in the technical field of 'Quality Improvement of health services', in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

1. At least 2 reference projects in the technical field Quality Improvement of health services and at least 2 reference projects in the region Central Asia in the last 3 years.
