The Provider is required to offer services aiming at building linkages within the Albanian innovation ecosystem, regionally amongst the Western Balkan Six (WB6) countries (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, and Serbia) and internationally towards the improvement of the Albanian innovative eco-system and boosting start-ups creation in Albania in the context of an European Union (EU) co-financed component under the program "Sustainable economic and regional development, promotion of employment and vocational education and training in Albania" (short: ProSEED). The program is managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and the EU. The aim of the overall project is: To improve the employment situation of workers and the self-employed, especially young people, in the Albanian labor market.

As part of the implementation of ProSEED, an additional component on the innovation eco-system in Albania was identified and formulated in 2018 commissioned by the EU under the framework of the Instrument of Pre-Accession Assistance (IPA II). Via indirect management, the EU has entrusted the implementation of Component 3 of its IPA 2017 Action Programme for Albania "EU support to a tourism-led model for Local Economic Development" to the GIZ (Lead Organisation) and the Swedish International Development Cooperation Agency (Sida) (Co-Delegatee). The specific outcome of said component is: To improve the innovative eco-system and boost start-ups creation in Albania" with 2 results to achieve:

R1: Improved accelerators/ incubators facilities for supporting start-ups
R2: Improved access to finance for innovative start-ups
In order to achieve the above-mentioned outcome, the intervention is structured in 3 result areas:
(i) Strengthening capacity for innovation among the innovation ecosystem actors;
(ii) Building linkages within the Albanian innovation ecosystem and internationally and
(iii) Funding innovative start-ups and innovation service providers.
In this context, GIZ is seeking to procure high-quality consultancy services to support the implementation of Result Area 2 ("linkages") through 3 work packages:
Work package 1: Strengthening the national innovation ecosystem.
Under work package 1, the service provider is required to provide technical assistance to strengthen the national innovation ecosystem in Albania by facilitating linkages between the triple-helix actors and develop an organized network that intensifies the overall collaboration between start-ups and academia, existing businesses and innovation service providers.

Work package 2: Integration into the Regional Innovation Ecosystem.
Under work package 2, the service provider is required to facilitate the integration into the regional innovation ecosystem by establishing regional linkages, integrating the Albanian actors into existing (formal and informal) networks at the regional WB6 level.

Work package 3: European Connect.
Under work package 3, the service provider is required to connect the Albanian innovation ecosystem with European innovation hubs, thus ensuring closer integration with the EU by creating access to networks that provide mentoring, trainings and lessons learnt.

Technische und berufliche Fähigkeiten:
It is necessary to provide references in the technical field "networking building + management, innovation consulting, developing start-up ecosystems" with a minimum commission value of 100 000,00 EUR.
Mindeststandards:
1) At least 4 reference projects in the technical field "networking building + management, innovation consulting, developing start-up ecosystems" and at least 2 reference projects in the region Europe in the last 3 years;
2) The technical assessment is only based on reference projects with a minimum commission value of 100 000,00 EUR.
