The broad objective of this assignment with reference to the MOHP-led Hospital Reform Process in Malawi is:
To support MOHP, as well as KCH and QECH in the implementation of the Hospital Reform Agenda. This includes supporting implementation of the TWG's work plan, of the Hospital Management Capacity Development Plan (yet to be developed as part of the management capacity assessment), as well as supporting selected interventions of KCH's Quality Improvement plan towards accreditation.
Key activities in line with the Hospital Reform TWG's work plan (see attachment 7):
— supporting the definition of job descriptions of all new/adjusted management positions,
— supporting the development and implementation of performance management contracts at all levels (MOHP to Board of Trustees, Board to Director General, Director General (DG) to Directors),
— ongoing coaching and mentoring of senior managers in the hospitals (DG, Directors, and Heads of Departments of Paediatrics, Obstetrics and Gynaecology, and Anaesthesia), incl. through a full-time placement at KCH,
— identify suitable training programmes (of duration of up to one year) to (further) develop the skills of hospital managers (see previous bullet point),
— support the implementation of the Hospital Management Capacity Development Plans, including systems and processes for the various areas of hospital management (performance and activity monitoring; strategic management, planning, allocation of resources; HR management systems, performance management, and reward/incentive systems (incl. systems provided currently through MOHP); Public Financial management (PFM), including revenue generation; procurement and store management; information management; and systems integration)
— support the further development and adaptation of central hospital KPIs and establishing data collections systems supporting the implementation of the system on the hospital level,
— support development/updating of rules and regulations around financial management (including procurement) in the hospitals within the framework of the Malawi Public Finance Management Act and any other applicable legislation and/or regulation,
— support the definition of a framework for contracting out of non-core services,
— support the development of a framework for HR management and development for the central hospitals,
— support the development of KCH and QECH Strategic Plans,
— support the identification of investment needs into modern hospital management systems, particularly IT systems, identification of viable solutions and quantification of needs,
— support the drafting of an Act of Parliament to further consolidate the independent status of Central Hospitals, including stakeholder consultations and sensitization (including but not limited to Members of Parliament).
In order to implement those activities, e.g. international and/or national experts shall be assigned and training/workshops held. Further details are in the ToR.
