To further develop and to effectively implement the instruments of the African Peace and Security Architecture (APSA), the AU puts great emphasis on the development of human capacities of institutions within the APSA. Yet, staff of the African Union Commission (AUC), Regional Economic Communities (RECs) as well as state and civil society organisations in AU member states (MS) often lack applicable knowledge and capacities in the area of peace and security. Against this background, in 2010 the AU founded the Africa Peace and Security Programme (APSP) as a joint project with the Institute for Peace and Security Studies (IPSS) at Addis Ababa University in January 2010. The programme provides post-graduate training, political advisory services and political dialogue in the thematic field of the APSA.
However, despite significant progress made over the years, the post-graduate programmes of the IPSS could not keep up with the growing complexity and dynamic developments of African conflicts and the different instruments to resolve them. For example, the reappraisal of new politically relevant topics such as migration, mediation and gender could not meet the requirements of the MPSA and other upcoming formats of post-graduate trainings. However, to date the institutional and staff capacities of the IPSS are not yet sufficient to further develop the training programmes sustainably.
The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH supports the IPSS through its project “Support to the African Union on capacity building and training, applied research and policy dialogue in the area of peace and security” over a period of 3 years (July 2018 to June 2021). The GIZ project aims at strengthening the “IPSS” institutional capacities as the AUs premier think tank in the area of training, research and policy dialogue for African peace and security issues.
In view of the abovementioned challenges the IPSS faces with regard to its educational programmes, one of the components of the GIZ project aims at adapting the existing trainings to better reflect changes in the African conflict landscape and, hence, better suit the needs of staff employed by the AUC, RECs, MS and civil society organizations. This includes further developing the Executive Master Programme in Managing Peace and Security in Africa (MPSA) and other training formats (short courses). With the start of a new GIZ project phase in July 2018, the IPSS has requested the support for the development and implementation of the MPSA and other trainings courses and their evaluation.
The tender addresses 3 key intervention areas:
1) Research, curricula development and teaching: research developments in the field of peace and security in Africa and build those into the curriculum to ensure the contents of the MPSA course are up-to-date. Facilitate sessions with MPSA-participants employing current pedagogic methodologies that enhance learning and mutual exchange of ideas. Contribute to the full development of MPSA-modules and conduct periodic review of these modules;
2) Contribute to project management: design, prepare and implement the MPSA-course and related events (e.g. workshops, meeetings) and provide advice on the design and development of new executive training courses. Institute measures to plan and manage international, regional and local short-term experts in consultation with the APSP Director. Establish a monitoring system and advise on how to write and review project reports. The consultancy will support the call for application for the MPSA, the selection of participants and the marketing and advocacy of the course;
3) Support the external evaluation of the MPSA: contribute to the development of the evaluation scoop and methodology and the selection of the consultants. Provide quality control for implementation and provide feedbacks on project reports, including the final project report.
