The Authority have a requirement for a 4 year contract for the provision of venue, services and facilities for Alpine and Nordic competitions hosting an estimated 450 competitors (150 Alpine and 300 Nordic) and 40 Authority officials per year.

The Contractor will be required to provide a Championship venue in a suitable location that is able to conduct both Alpine and Nordic competitions. The venue must be located on mainland Europe, no more than 1200 km from Calais, no further than 2 hours from an international airport and have good local train and bus links. The venue must also be within an approximate 8 hour drive of ski resorts within the Swiss, French, Italian, Austrian and German Alps so that any competitors are able to move, in one day, from the venue in order to be capable of competing in other events. Alpine, Cross Country and Biathlon competitions must be within the same locality. Championship dates are 11-22 Jan 2020 with Authority Officials dates 09-23 Jan 2020, these dates are To Be Confirmed and may vary +/- 3 days for future years.

The Alpine competition must be held on suitable courses which confirm to Federation International de Ski (FIS) safety standards and must capable of staging a fully homologated downhill race. Parking, waxing facilities, medical assistance, snow making facilities, timing, toilets, refreshments and emergency mountain rescue must be available. If weather conditions such as poor visibility, high winds or lack of snow prevent an event from taking place a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort.

The Nordic competition must be held on suitable cross country ski courses that meet FIS and International Biathlon Union (IBU) standards with a dedicated biathlon facility that meets IBU standards for safety and competition. The biathlon competition must have a 30 lane, 50 m, biathlon range, including penalty loop.

Parking, waxing facilities, medical assistance, snow making facilities, timing, toilets, refreshments and emergency medical evacuation must be available. If weather conditions are poor such as lack of snow and poor visibility then Cross Country and Biathlon competitions must have a minimum of a 5 km loops available. If this is not possible a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort.

There will be a requirement to conduct pre-championship planning and provide administrative support throughout. To facilitate this, the following must be provided: A race office with communications and broadband; two separate meeting venues; an indoor prize giving area for an estimate 500 personnel and full vehicle access to all accommodation, courses and the biathlon range.

Accommodation requirements are: Competitors; self-catering apartments for an estimated 450 personnel. Officials; full board accommodation for an estimated 40 personnel, alternatively self catering accommodation can be utilised providing there are cooking and dining facilities available to cater centrally.

At the Tender stage there may be a requirement for the Evaluation Team to visit the site to verify the evidence provided in Tender responses during the Tender Evaluation period.

The Authority has a requirement for a 4 year contract for the provision of a venue and facilities for the GBR Army and Inter-Service cross country and biathlon ski championships for 200 athletes and 40 officials. The venue shall have a biathlon stadium and range, which must be on mainland Europe, no more than 1200 km from Calais, no further than 2 hours flight time from London and have good local train and bus links to the Stadium. The venue must also be within an approximate 8 hour drive of ski resorts within the Swiss, French, Italian, Austrian and German Alps so that any competitors are able to move, in one day, from different competition venues if required. The biathlon Stadium and Range must be an International Biathlon Union (IBU) 'A' licence facility that hosts world cup and/or world championship biathlon events, on the IBU race calendar. The biathlon stadium must have a 30 lane, 50 m, electric target, biathlon range which is available for training 3 days prior to the first race and for the duration of the championships.

The contractor is to provide full access to the biathlon stadium and range which must have a minimum of a 5 km loops with floodlights, snow cannon and stockpiles of snow; with the ability to maintain the loop to FIS and IBU racing standards, if snow conditions are poor. On range emergency mountain is to be provided for each race.

The contractor will be required to arrange and manage accommodation for 2800 bed nights for competitors in local self-catering apartments within 5 km of the Race office and 428 bed nights B&B for Authority Officials in local hotels within 800m of the Race Office.

A Biathlon Race Office (with telephone communications, broadband internet, desktop computers and printers) is to be provided, central to the Venue and within 800 m of all Hotels used by Championships Officials and Visitors. The Biathlon Race Office shall have an Armoury Room which the Authority will be the sole key holder for the duration of the Exercise.

The contractor is provide a compilation of seeded race start lists and deliver a complete results service in accordance with Army Winter Sports Association (AWSA) Race rules.

A FIS International Referee for all Cross-Country races and an IBU International Referee for all Biathlon races are to be provided by the Contractor. They must speak fluent English.

One Range Team (x 12 personnel) to manage the electronic targetry is to be provided by the Contractor and an IBU Range Referee who must speak fluent English.

A waxing facility, medical facility, commentary room, refreshment and store room are to be provided by the Contractor with outdoor (standing) and indoor (seated) prize giving for 250 personnel in a location central to the Venue.

Championship dates for the first year are 22 Jan to 07 Feb 2020 with competitors arriving on 22 Jan 2020 and departing on 07 Feb 2020. Officials arriving on 20 Jan 2020 and departing on 07 Feb 2020. These dates will vary +/- 5 days for future years.

If this is not possible a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort.

Anticipated Championship dates for Year 1 are: 11 to 22 January 2020. Key Officials arriving on 8 January 2020 and Main Officials arrive on 09 Jan 2020. Main Officials depart on 21 January and Key Officials depart on 22 January 2020. Teams arrive on the morning of 11 January 2020 and departing on 21 January with a further group leaving on 22 January 2020. These dates are To Be Confirmed and dates may vary +/- 5 days for future years.

There will be a requirement to conduct a pre-championships planning and provide; a full results service; self catering accommodation for an estimated 400 competitors; self catering accommodation for an estimated 40 officials with provision to cater centrally (cooking and dining facilities); a race office with communications and broadband; a venue for an outdoor (standing) and indoor (seated) prize giving for 400 personnel; full access to ranges, stadium facilities and courses, and emergency mountain rescue.

The Authority has a requirement for a 4 year contract for the provision of a venue, services and facilities for British Army Alpine Ski Championships hosting approximately 120 athletes, 15 officials and 100 sponsors and VIPs.

The venue must have sufficient accommodation in self catering apartments for 120 athletes, half board hotel accommodation for 15 officials and separate 3-4* hotel accommodation for the 100 sponsors and VIPs. Accommodation will be a non-contractual cost but must be available.

The contractor will be required to provide a championship venue within a suitable location able to conduct Alpine competitions at Fédération Internationale de Ski (FIS) level, which must be on mainland Europe and no more than 1200 km from Calais, no further than 2 hours from an international airport and have good local train and bus links. The venue must also be within an approximate 8 hour drive of ski resorts within the Swiss, French, Italian, Austrian and German Alps so that any competitors are able to move, in one day, from different competition venues if required. The contractor must be able to accommodate Slalom, Giant Slalom, Super G and Downhill racing on FIS homologated pistes, preferably at World Cup standard (with the potential to provide Ski Cross competitions as an option to the contract). If weather conditions such as poor visibility, high winds or lack of snow prevent an event from taking place a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort.

For the first year the Championship dates are 21-31 Jan 2020 with Authority Officials arriving 18 Jan 2020. Dates may vary +/- 3 days for future years.

There will be a requirement to conduct pre-championships planning and provide a full results service.

A race office is required for 12 individuals with communications, broadband and storage space; a venue for an outdoor (standing) and indoor (seated) prize giving for approximately 300 personnel. There is requirement to provide a course setter and hill team, racing equipment (FIS Homologated Timing Equipment, Poles and Gate Flags), gate judges and Piste support and mountain rescue for all races.

The Authority has a requirement for a 4 year contract for the provision of a venue, services and facilities for Telemark ski training and racing competitions hosting up to 165 personnel comprised of 150 competitors and 15 officials for up to 15 days in January of each year.

The contractor will be required to provide a championship venue that is able to conduct Telemark ski racing events, which must be on mainland Europe, and no more than 1200km from Calais, no further than 2 hour drive from an international airport and have good public transport links.

The contractor will be required to provide suitable slopes for teaching beginners through to race techniques, prior to the delivery of a race programme that will meet FIS Telemark regulations requiring a jump, a loom (a large banked turn) and a suitable skating area in the finish.

The contractor must be able to accommodate Telemark Giant Slalom, Classic, Sprint Classic on FIS homologated pistes with an option for development of a Parallel Slalom event from year 2 onwards.

Any race slope should take a maximum of 20 minutes to get from the finish area back to the start area by use of lifts; ideally 10 minutes or less. An area to run a ‘mountain race’, with ski tour ascent (both on and off piste) and Telemark descent in controlled conditions is also required.

Suitable medical and mountain rescue support is required to support the training and racing, as are homologated timing systems and appropriate safety provisions and netting. A suitable race office is to be provided with the ability to connect to broadband internet and conduct administration. A suitable location for up to 150 personnel to attend a prize giving is also required. Facilities for racer’s personal ski preparation are required. Any accommodation must be in proximity of the race venue and facilities.

Provisional core championship dates for the first year are between 11 Jan -03 Feb 2020, these dates are To Be Confirmed (TBC) and dates may vary +/- 5 days for future years.

The contractor will be required to provide a championship venue that is able to conduct Parallel Giant Slalom, Snowboard Cross, and Snowboard Slopestyle events, which must be on mainland Europe and no more than 1200 km from Calais, no further than 2 hours from an international airport and have good local train and bus links. All three events must take place within the same location. All events must be held on suitable courses that meet defined Federation International de Ski (FIS) standards. The championships require a race office, (which should be central to the competitors accommodation) as well as a race and safety office within the piste competition area. A race control and hill team is to be provided by the contractor and must be able to support course construction, course safety (including) piste/competition area separation, start, gate, finish and course marshalling as well as the establishment, manning and delivery of timings and results. The venue must also be able to accommodate a central briefing room for safety team and team captains. It is the intention of the Authority that the duration of the exercise is to be 21 days and it is intended that the exercise is to take place in Jan after the Christmas Holidays and before the Half Term, although this may change to de-conflict with local events and regional/school holidays.
