Kurze Beschreibung

In response to the global refugee crisis, the United Nations (UN) has adopted the “New York Declaration” on an international level which is the basis for a Comprehensive Refugee Response Framework (CRRF). The United Nations High Commissioner for Refugees (UNHCR) was mandated by the New York Declaration to develop and launch the implementation of the CRRF in specific situations. The overall objective of the CRRF is to support governmental and administrative bodies affected by refugee crises at national, regional and local level. Uganda is the country with the highest number of refugees in Africa.
Measures to sustain water supply and sanitation services in line national and international refugee strategies are insufficient (core problem). The intervention is: “In selected refugee hosting areas measures to sustain water supply and sanitation services have been implemented in line with national and international refugee strategies.”

Beschreibung der Beschaffung

Within the refugee settlements in the north of Uganda, universal access to basic drinking water supply cannot yet be ensured. Despite the pledges of aid organizations for new wells and boreholes, a significant part of the drinking water in refugee settlements is still provided by water tankers. Hygiene conditions are poor and only some of the households have their own toilets and hand washing facilities. Many people use communal latrines and open defecation is common. Based on this, minimum standards for water supply and sanitation according to refugee strategies cannot yet be achieved. In addition, as a result of the refugee influx, the demand for drinking water and sanitation have also increased in host communities. Operation and maintenance of existing hand pumps and newly installed solar powered wells with standposts is inadequate. Therefore, measures to sustain water supply and sanitation services in line national and international refugee strategies are insufficient (core problem).
Based on this the objective (outcome) of the intervention has been formulated as follows: “In selected refugee hosting areas measures to sustain water supply and sanitation services have been implemented in line with national and international refugee strategies.”
The project focuses on the West Nile region of northern Uganda. It cooperates with the Ministry of Water and Environment (MWE), in particular with the directorate for water development and with the directorate of water resources management. Regionally, measures are implemented in four refugee-hosting sub-counties of Arua district and the two refugee settlements Imvepi and Rhino Camp.
The intervention areas of the project are:
1) Strengthening of the coordination capacity of the Ministry of Water and Environment (MWE);
2) Strengthening the capacities of regional structure of MWE;
3) Improvement of services at district level;
4) Utilization of the potential of local actors; and
5) Improvement of hygiene conditions and sanitation provision in refugee settlements and host communities.
The Contractor shall have at least 10 years of relevant experience in consultancy services in the field of water supply, sanitation and health (WASH) and capacity development of partner institutions with a special focus on basic services provision. The Contractor shall have proven international experience in different counties (including developing countries) in the provision of advisory services at the project implementation level including capacity development of public service providers and government institutions.
The Contractor must be familiar with the Comprehensive Refugee Response Framework (CRRF), the Global Compact on Refugees (GCR), the updated UNHCR South Sudan Situation Appeal: Responding to the needs of displaced South Sudanese and refugees (to be released in December 2018 for 2019) as well as with the BMZ publication on the Special Initiative on Forced Displacement: "Helping refugees build a future: tackling the root causes of displacement, stabilizing host regions, supporting refugees”. All activities of the Contractor and its personnel must be conducted in line with the refugee policies and regulations of the Government of Uganda (Refugee Act of 2006 and Refugee Regulations of 2010) as well as with the Ugandan Settlement Transformation Agenda (STA) of 2016 and the Refugee and Host Population Empowerment Strategy (ReHoPE). Beschreibung der Optionen

It is possible that the assignment described in these ToR is broadened during the period of implementation of the consultancy contract. Depending on the mandate and volume of available funding (possibly 5 000 000 EUR), additional tasks may be required. This means that the contract duration and/or budget may be increased during the implementation. This is optional and depends on the programme priorities and the budget availability. GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. At least 3 reference projects in the technical field: capacity building in water and sanitation and at least 2 reference projects in the region sub-saharan-Africa in the last 3 years.
The technical assessment is only based on reference projects with a minimum commission value of 500 000 EUR.

Genaue Informationen über Fristen für Überprüfungsverfahren

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the Contracting Authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the Contracting Authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the Contracting Authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
