Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports the African Union with the promotion of cross-border infrastructure under the Programme for Infrastructure Development in Africa (PIDA). PIDA was adopted by African Heads of State and Government as the continental framework for regional infrastructure in 2012. The first PIDA Priority Action Plan (PIDA-PAP 1) comprises more than 400 projects in the sectors energy, transport, transboundary water management and ICT. PIDA as a continental framework is managed by two institutions: The Directorate for Infrastructure and Energy of the African Union Commission (AUC-DIE) and the NEPAD Agency as the technical arm of the African Union. The Directorate for Infrastructure and Energy of the African Union Commission (AUC-DIE) is mandated for the political steering and coordination of PIDA in liaison with the Regional Economic Communities (RECs) and their Member States (MS). PIDA-PAP 1 is undergoing a Mid -Term Review (MTR) process coordinated by the AUC-DIE, the process is designed to collect information on the successes and challenges of PIDA implementation and serve as an input for the elaboration of the next phase.

GIZ through the PIDA support has conceptualized the consultancy for the preparation of the PIDA-PAP2 process and development of an Integrated Infrastructure Corridor approach to provide capacity for elaborating the next phase of PIDA (2021–2030).
To flexibly and smoothly provide the respective short-term expertise required to support the AUC together with the RECs and MS to develop the list of priority projects, GIZ wants to support AUC-DIE with a team of consultants to deliver on “The Elaboration of the next Priority Action Plan for the AU Program for Infrastructure Development in Africa (PIDA), including the development of an Integrated Infrastructure Corridor Approach as a conceptual basis”.
