The project Good Financial Governance in Mozambique focuses on strengthening the processes of financial governance at the national level and in the municipalities on the criteria of transparency, sustainability and effectiveness. The project sub-nationally advises the municipalities of the provinces of Inhambane and Sofala. At national level, the following institutions are being advised:
— the Ministry of Administration and Public Service on the decentralization reform,
— the Ministry of Finance on fiscal decentralization,
— the Ministry of Mineral Resources and Energy on transfers from commodity taxes to affected localities and
— the Court of Auditors on audits of complex road constructions and of extractive industries.
The project is a module of the superordinate German development cooperation program Decentralization and Public Finance in Mozambique. With its module objective, the project makes an important contribution to the program objective indicators.

The Contractor is responsible for the fulfillment of certain module objective indicators, the achievement of related outputs and the implementation of the activities specified in the terms of reference. Input shall be e.g.: long-term and short-term personnel; travel, workshop and training

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
