II.2.4)

The present assignment consists in implementing activities related to the output 3 of the annual work plans of the project, in close cooperation with the GIZ team. Output 3 will focus on strengthening the capacity of civil society actors in protecting children against all forms of violence. The consulting firm is expected to provide a long term regional expert, a long term junior expert, as well as locally recruited staff (administrative and financial assistant and driver) and a pool of short term international, regional or national experts to plan and implement various activities within Output 3.

The consulting firm will coordinate the design and the implementation of activities that will involve children and their communities. The long-term experts and short-term consultants must have proven experience in the development of sensitization and media campaigns and tools on issues pertaining to child rights and child protection, and have experience in working with local media and artists, local communities, as well as government agents at the provincial and village level. They should have proven work experience in developing countries incl. in West Africa and should be fluent in French. Attention should be paid to working in an intercultural context, and the consultants should be ready to go to the field (South West and East regions of the country) on a regular basis. The team leader will have to partner very closely with GIZ colleagues to ensure excellent integration of the activities of Output 3 with the activities implemented in the other outputs (4 in total). It should also be noted that the security situation is currently tense in the Eastern region of the country, and missions in the field will have to be cleared by the GIZ project leader in accordance with recommendations of the Security and Risk Management Unit of the GIZ Bureau in Burkina Faso.

At least 3 reference projects in the technicla field of Child Protection and or out of which at least 2 reference projects in the region of francophonic West Africa, implemented (or in the course of implementation) within the last 3 years.

The technical assessment is only based on reference projects with a minimum commission of 100 000 EUR.

II.2.4
