The "Silencing the Guns in Africa" initiative is part of the flagship programs of the African Union"s (AU) Agenda 2063, the continent"s blueprint for long-term socio-economic and integrative transformation. In 2017, the AU Assembly adopted the "Master Roadmap of Practical Steps for Silencing the Guns in Africa by the Year 2020", developed by the AU Peace and Security Council (PSC). Premised on the principle that Africa should assume total responsibility for its destiny, the Master Roadmap provides practical and time-bound steps to help end all wars on the continent.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the AU in the implementation of the Silencing the Guns initiative. The project titled "Support to the AU-Silencing the Guns Initiative" is commissioned by the German Federal Foreign Office over a period of 30 months (February 2019 to July 2021). The project is geared towards supporting the AUC in successfully implementing a continental, target-oriented awareness-raising campaign in collaboration with civil-society actors.
The contractor shall support the design and implementation of the communication, awareness raising and visibility campaign across Africa. The aim is to advance the work of the AU Commission"s flagship project on "Silencing the Guns in Africa" and that of its key partners, which include civil society organizations, universities, think-tanks and the private sector. A primary aim of the campaign is to convey information to stakeholders and create awareness via direct and indirect engagement tailored as part of a communication and media strategy. Mass media channels, such as newspapers, magazines, radio or television, are to be used to communicate information to large groups and stakeholders. This shall entail the implementation of a multi-disciplinary approach that makes use of various communication tools, including television, radio, social media platforms, delivered in key African languages. The campaign shall also produce and disseminate communication products and participate in training exercises aimed at capacitating various select groups of communicators and partner entities on how to deliver the Silencing the Guns narrative.
The tender addresses the following key intervention areas:
— Enhancing the visibility of the AU"s Silencing the Guns initiative in order to mobilize key stakeholders e.g. Regional Economic Communities (RECs), governments, and policy makers involved,
— Call to action towards peace-related activities, e.g. through collaboration with civil-society networks and the private sector,
— Awareness-raising measures for conflict prevention and resolution, e.g. dialogue platforms between civil-society, Member States, RECs and the AU,
— Monitoring and evaluation of the continental awareness-raising campaign,
— Production and dissemination of digital, print, and broadcast features on Silencing the Guns (radio, newspapers, social media etc.).
Place of performance is at the AUC Headquarters in Addis Ababa, Ethiopia, with backstopping support from any other location. Possibility of duty travel to other African countries.
