1) Background:
The NAMA Facility was jointly established by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the UK Department for Business, Energy and Industrial Strategy (BEIS) to provide support to developing countries and countries with emerging economies that show leadership in tackling climate change and that want to implement transformational country-led Nationally Appropriate Mitigation Actions (NAMAs). In 2015, the Danish Ministry of Energy, Utilities and Climate (EFKM) and the EU Commission joined the NAMA Facility as new Donors. Since the start of the NAMA Facility, the Donors have made available more than 340 000 000 EUR for supporting the implementation of NAMAs.
By financing and supporting the implementation of NAMA Support Projects (NSPs), the NAMA Facility contributes to direct and indirect reduction of greenhouse gas emissions and provides examples on how NAMAs may be financed and implemented. The activities of the NAMA Facility shall encourage more countries to concretise and implement their Nationally Determined Contributions (NDC) by preparing NAMAs and by mobilising additional public and private finance for the implementation of NAMAs.

The amount of CO2 equivalent mitigated is one of the key indicators in the various stages of NSP development and implementation. In this assignment, the TSU (Technical Support Unit) of the NAMA Facility seeks support in checking the plausibility of mitigation figures along the NSP life-cycle.
This concerns figures included in the initial outline and in full proposals, and figures reported during implementation. The consultants will be asked to assess the plausibility of mitigation figures in a wide range of sectors (agriculture, energy efficiency, forestry, renewable energy, transport, waste management) as reported by applicants and implementers. The assessments will have to take into account country and sector context.
The consultants will be checking plausibility of mitigation figures at 5 points during the project life-cycle:
— assessment of the initial outline (concept note),
— support to applicants during the DPP phase (full proposal writing),
— assessment of the full NSP proposal,
— support to applicants during development of an M&E plan in the first months of implementation,
— support to TSU staff in review of annual reports of NSPs in implementation.
Additionally, the consultants may be requested (1) to participate in virtual M&E knowledge sharing events and (2) to train TSU staff.
For each plausibility check, the consultants will assess the plausibility of the figures/assumptions, and will assess the methodological rigour of the approach. The consultants will be asked to make suggestions on how to improve plausibility, reliability and consistency of the figures. A standard sheet/form shall be used to document findings for each separate intervention.
