In its national development strategy, Mauritania highlights the principle of good governance as an important cornerstone for the country's successful and sustainable development. Reforms in public administration, public financial management and decentralization should help make Mauritania an efficient, transparent and accountable state. Against this background, the present assignment seeks to:

— strengthen the capacity of key actors in public finances and decentralization to implement reforms at the national and sub-national levels in a citizen-centered, transparent and accountable manner,
— support the Directorate-General for Local Authorities (Direction Générale des Collectivités Territoriales, DGCT) in fulfilling its mandate of managing decentralization more effectively,
— strengthen the capacity of municipalities in the Brakna region for citizen-oriented and accountable administrative management.
The assignment will cover the support to 10 municipalities in the program's partner region Brakna in Mauritania. To respond to the municipalities' technical assistance (TA) needs to assume better their role as actors of local development, the consultancy firm (CF) is expected to provide a pool of international/regional and national long-term experts (LTE) and short-term experts (STE). The team leader serves as the first point of contact for GIZ-ProDeF and will coordinate the provision of the LTE and STE. Moreover he/she provides TA in the areas of local revenue mobilization and participatory budgeting. The LTE provided by the CF are required to have experience in the provision of TA to local authorities in the areas of local finances, citizen participation and employment promotion. The STE are required to have extensive experience in participatory budgeting and instruments of citizen participation. The LTE and STE should have proven relevant work experience in developing countries including Western and/or Northern Africa. Excellent command of French for the team leader and strong command of French and Arabic for the LTE/STE is a requirement.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3) Eligibility declaration subcontractors if applicable.
4) Association clause if applicable.
Mindeststandards:
1) Average annual turnover for the last 3 years: at least 1 300 000;
2) Number of employees as at 31.12 of the previous year: at least 10 persons.
At least 2 reference projects in the technical field of decentralization and local development and or out which at least 2 reference projects in the region Northern or Western Africa ongoing of finished within the last 3 years.
The technical assessment is based on reference projects only with a minimum commission value of 300 000 EUR.

A selection will be made under all eligible participants based on the following criteria:
1) Technical experience in:
(a) local and financial management (10 % weighting);
(b) participatory budgeting (10 % weighting);
(c) mechanisms for citizen participation in local decision making processes (10 % weighting);
(d) regional/local exchange formats (10 % weighting);
(e) vocational training (10 % weighting);
2) Regional experience in Western Africa/Northern Africa (30 % weighting);
3) Experience in ODA-financed development projects (20 % weighting).
The assessment will be made on the basis of the reference projects (up to 10 relevant projects) with a minimum commission value of 300 000 EUR.
