The European Union and the German government have jointly commissioned GIZ Malawi to implement the programme Kulima More Income and Employment in Rural Areas (Kulima Miera).
Kulima Miera aims to strengthen small-scale producers, cooperatives and micro, small and medium enterprises (MSME) to add value and to link them through formal or structured marketing channels to access higher-value markets and thus create an enabling environment in which rural income and employment can be increased. Kulima Miera therefore promotes inclusive business and new marketing models. It identifies entry points in line with private sector priorities and ultimately targets small producers (“the poor with assets”), as well as MSME in rural and peri-urban areas of Malawi.
Kulima Miera applies a value chain (VC) and market systems development approach, focusing on building the capacity and resilience of local systems, leveraging the incentives and resources of the private sector, ensuring the beneficial inclusion of the poor and stimulating change and innovation that continues to grow sustainably beyond the life of the project.
The programme draws on National Export Strategy (NES) analyses and has selected seven high-potential agricultural value chains to be supported.
Apart from four agricultural value chains Cassava, Soya, Groundnuts, and Sunflower that Kulima Miera has been working in since 2015, three additional value chains — Macadamia, Rice, Chili/Paprika — were selected in 2017-18 to be supported by Kulima Miera.
The programme has 3 main components:
— the first component focuses on promoting stronger cooperation between the stakeholders in the value chains. In doing so, the project predominantly focuses on supporting inclusive business models (IB Models) such as contract farming (CF) or anchor farm/nucleus estate models working with so-called out-growers and in-growers that link producers more formally and sustainably to larger off-takers and hence premium output markets. Kulima Miera also supports existing platforms and fora for structured dialogue between the stakeholders intended to create transparency, promote information sharing, address problems jointly and build trust,
— the second component is highly interrelated to the first and seeks to promote improvements in the service package for MSME and smallholders in the selected value chains. The project advises and builds the capacity of:
1) Value chain service providers such as commodity exchanges to offer warehousing, structured trade and market information services; and
2) Private sector partners to provide embedded services such as inputs, training and extension as part of their IB Models in order to meet the needs of the producers/suppliers and built long-term relationships, ensure the commercial viability and sustainability of the model and ultimately meet the needs of the market,
— through the third component, smallholder farmers, their organisations and MSMEs are directly strengthened in their roles as business actors in the value chains. In the agricultural value chains, cooperative forms of organisation and an improvement of business and management skills play a key role in enabling smallholders and MSME to fulfil the technical, qualitative and quantitative requirements of the higher-end market segment in the value chain and to become trusted business partners to the private sector.

1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the Contracting Authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the Contracting Authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) more than 15 calendar days have expired since receipt of notification from the Contracting Authority that it is unwilling to redress the complaint.
