1) Objective.
Learning is fundamental to the NAMA Facility and supports its ambition to inspire broad and ambitious action on climate by taking and translating lessons from the projects upwards and outwards. Evaluation and learning exercises are considered a key tool to achieve the Facility"s ambition to become a learning hub. The NAMA Facility strives to foster a “fearless” culture of learning that inspires learning from failures as well as successes in order to guide and improve future activities and processes. This learning exercise shall be conducted in a manner that is conducive to this approach.
The learning and evaluation exercises shall be conducted in an integrative approach, allowing those implementing and stirring the change processes to participate in the learning process from the design of the individual approach to the final learning products. The learning process shall enable implementers to adjust and improve their approach based on specific recommendations and the joint learning process;
2) Tasks.
The learning shall be generated by individual project evaluation and learning exercises, guided by a theoretical framework (FW) that is developed prior to the first evaluation and learning exercise and flanked by meta-analysis interim and final reports, ensuring learning across the portfolio and with particular focus on strategic topics;
2.1) Development of a FW.
The contractor will develop a FW to guide the NSP mid-term- and final evaluation and learning exercises and instruct on how to collect and analyse information to answer the evaluation questions. The evaluation questions will be adjusted/finalised in collaboration between the contractor and the NAMA Facility. The FW will describe the mix of methods applied for the individual NSP evaluation and learning exercises, focussing both on issues that are shared among NSPs, and on issues that are relevant only for a sub-set of the NSPs;
2.2) Planning and implementation of up to 17 NSP mid-term evaluation and learning exercises and planning and implementation of up to 20 NSP final evaluation and learning exercises
The individual approaches shall be guided by the FW and the overall evaluation and learning questions, enriched with NSP specific questions.
The individual evaluation and learning exercises shall focus primarily on the individual NSP level. Here it shall be assessed how and why the process evolved. Achieved results shall be assessed and compared to the set targets and including an analysis of predicted and materialised risks. The exercise shall also analyse how the process links to the process of the implementation of the wider NAMA. A third layer shall be the assessment of the NSP"s contribution to the objectives and the overall performance of the NAMA Facility.
The contractor will ensure that the exercise stimulates learning throughout the process;
2.3) Conducting of up to three intermediate meta-analysis and one final meta-analysis reports/studies.
The contractor shall prepare up to three intermediate synthesis reports and a final synthesis and lessons learnt report. The bespoke reports shall compare findings from the conducted individual exercises and analyse these from a meta-level. The intermediate reports shall each focus on a particular topic eg on sectors, transformation and finance. The final report shall not exclusively but in particular analyse transformational change processes. In the final report the contractor shall analyse findings and lessons learned from all evaluation and learning reports and provide syntheses and lessons learnt and highlight reoccurring recommendations;
3) General.
