As part of this assignment, the firm shall conduct a situational analysis to assess the key stakeholders, review the current management models, assess the current operational and technical challenges in O&M of WfP facilities. The resulting key issues shall be addressed in the strategy and consequently in the implementation plan.
Furthermore, in 2008, DWfP developed an O&M strategy for WfP facilities. However, there are new developments in the sector such as: the strengthening of the community based management system with the Farmer Field School approach, the establishment of cooperatives, the revision of the Water Policy (still in progress), MWEs deconcentration of water resources development and management functions from the center to regional units. Regional units include: Water and Sanitation Development Facilities (WSDFs), Water for Production Regional Centers (WfPRCs), Water Management Zones (WMZs) and Technical Support Units (TSUs), and the development of different guidelines/frameworks to guide the use, development and management of water resources by following a catchment based approach. In line with these new developments and based on the situation analysis mentioned above, the firm shall review and update the O&M strategy and implementation plan for the sustainable management of WfP facilities at all levels. The O&M strategy shall be a guiding document for DWfP and its stakeholders in addressing O&M challenges for WfP facilities to improve functionality and sustainable use and management of these facilities.
The overall timeframe for the strategy shall be 10 years (2018 — 2028) and its implementation plan shall be structured in 2 phases. The first phase will focus on the period 2018 — 2023 and will focus on short and medium-term measures. The second phase will be from 2023 — 2028 and will include long-term O&M measures. The implementation plan should have clear objectives, milestones, activities, roles and responsibilities and a budget.
Operation and maintenance of WfP facilities includes both management and technical components.
In this assignment, the firm shall focus on both managerial O&M aspects of WfP facilities such as the policy and institutional framework for WfP sub-sector, stakeholder participation in development, data and information management for WfP facilities, etc. The technical O&M aspects will cover aspects such as:
— description (including illustrations) of key structural components and technical specifications for each of the WfP technologies,
— technical operation and maintenance procedures of each structural component for each facility (dams, valley tanks, irrigation systems and windmills),
— developing templates for O&M for regular service and maintenance schedules of key components of WfP facilities,
— outline technical O&M activities for water structural development, transmission, pumping and distribution for the valley tanks, dams, irrigation systems and windmills,
— in addition, the firm shall develop up to 6 community user-friendly posters on technical O&M steps/processes for major structural components of valley tanks, dams, wind mills and irrigation systems that require regular O&M.
The assignment will take place in Uganda, with desk support before, during and after the field work.
