Beschreibung der Beschaffung
The contractor shall support the implementation of the Technical Cooperation (TZ) module of the reproductive and family health programme (PSRF) in Guinea with:
(a) the provision of structural support to the programme; and
(b) contribution to the achievement of indicators by implementing specific activities outlined below.
All international long and short term experts seconded by the contractor must cooperate closely with the GIZ/EU programme team and the head of mission, who is responsible to BMZ for the German and EU contribution.
(a) structural support to the module.
The contractor shall support the implementation of the module structurally throughout the whole implementation period in the following areas:
— planning, Monitoring and Evaluation (M&E) and reporting,
— development of further project proposals,
— development of information material and fact sheets,
— technical support to the programme management as needed.
This can be in the form of commenting on documents and tools, through Skype and teleconferences as well as in person during missions in-country.
b) International Short Term Expert Pools for selected activities
Besides the structural support, the contractor shall be responsible for the implementation of selected activities under the 5 outputs of the PSRF. The firm will contribute to the outputs and the respective indicators by providing services in the following work areas through the provision of international short term experts:
Work area 1: Better performance of the Ministry of Health with regard to human resource management and sector coordination
The following key activities will be implemented by the bidder:
— conduct an institutional audit of the Directorate for Human Ressources of the Ministry of Health (MoH),
— conduct trainings at national and decentralized levels on the use of integrated Human Ressources Information System database.
Work area 2: improving the quality of health services.
The following key activity will be implemented by the bidder:
— improving the capacities of the National Directorate for Family Health and Nutrition (DNSFN) in conducting audits of maternal and neonatal deaths.
Work area 3: Improve the sustainability of community-based health workers.
The following key activity will be implemented by the bidder:
— conduct a study on sustainable financing options for community-based structures (CHWs and “relais communautaires”) and develop of a model for Guinea.
Work area 4: Improving sexual and reproductive health services for young people.
The following key activity will be implemented by the bidder:
— implementation of the approach “Know your body” (“Connais ton Corps — CTC”) aimed at improving awareness of sexual and reproductive health issues among adolescents and young adults (10-24 years).
Work area 5: Improving the information management systems of the MoH.
The following key activities will be implemented by the bidder:
— development and backstopping of an electronic platform for the management of data from the quality management system (Monitorage Amélioré),
— development of a knowledge management system for the MoH supported by relevant IT applications and technologies cross-cutting activity: implementation of 2 KAP — surveys.
As part of the M&E system of the programme, 2 Knowledge, Attitudes and Practices (KAP) surveys shall be conducted at the beginning and the end of the programme. These KAP surveys will inform the programme on specific indicators that are not collected through the routine data collection of the MoH, such as indicators related to adolescents aged 10-14.
