The German Ministry for Economic Cooperation and Development and the European Union have commissioned GIZ to implement the project “Strengthening Good Financial Governance (GFG) in Zambia”. The implementation period is 1/2019 to 12/2022.
Advisory services will be provided to the Ministry of Finance, the Ministry of National Development Planning, the Zambia Revenue Authority and selected line ministries on strengthening transparency, efficiency and accountability in the budget cycle. The partners will receive organisational and process advice as well as trainings for capacity-building and fostering inter-institutional cooperation.
Some key outputs of GFG are greater efficiency of the Zambian tax administration to increase domestic revenue, the alignment of output-based budgets with national development goals incl. public procurement and investments, increased budgetary discipline through strengthened compliance in budget execution as well as improved intergovernmental fiscal relations.

Advisory services will be provided to the Ministry of Finance, the Ministry of National Development Planning, the Zambia Revenue Authority and selected line ministries on strengthening transparency, efficiency and accountability in the budget cycle. The partners will receive organisational and process advice as well as trainings for capacity-building and fostering inter-institutional cooperation.

Some key outputs of GFG are greater efficiency of the Zambian tax administration to increase domestic revenue, the alignment of output-based budgets with national development goals incl. public procurement and investments, increased budgetary discipline through strengthened compliance in budget execution as well as improved intergovernmental fiscal relations.

The Firm of Consultants shall provide a pool of short-term experts (STE) to cover various issues relating to public finance reform in Zambia in general and GFG programme objectives in particular. The pool of short-term experts itself is to comprise a total of 6 to 8 national/regional and 8 to 12 international short-term experts, who are to be called on via individual requests by GIZ. The services to be provided under the contract include measures for human capacity development and organisational and strategy advice in the following thematic areas:

— transparent and efficient budget preparation, e.g. linking the budget to strategic national priorities and establishing public investment planning guidelines,

— accountability in budget management and execution, e.g. strengthening internal control functions and improving procurement processes,

— credibility and transparency of the budget, e.g. verifying payroll data, monitoring arrears, and improving financial and management reporting,

— transparency and accountability in intergovernmental fiscal relations, e.g. determining formulas for the flow of special purpose grants to/setting reporting and accounting standards at the decentralised level.

Examples for expected modes of delivery through the experts are the conduct of business process reviews, the organisation of workshops/trainings, the conduct of (baseline) studies, the development of action plans and other advisory services.

The beneficiaries of the services are the Ministry of Finance, the Ministry of National Development Planning, the Zambia Public Procurement Authority and the Ministries for Agriculture, Energy and Health in Zambia.

The contractor will be in charge of the pool of experts. The selection and deployment of experts will be managed by the contractor remotely (e.g. from the contractor's premises). The expert operations on the ground, such as logistics and costs for workshops/trainings, will be managed by GIZ programme staff in Lusaka.

The consulting firm should be able to supply high-quality expertise in all of the areas listed above. The complexity of the reforms being supported by the programme and the dynamic nature of the working environment mean that, although GIZ can give a rough outline of the areas of activity, it cannot provide any specifics. It is therefore important that the consulting firm is flexible and able to adapt its services as required. The programme staff in Lusaka will determine the need for STE assignments based on the programme's plan of operations in cooperation with the beneficiaries (programme partners).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years at least 700 000,00 EUR;

2) Number of employees as at 31.12 of the previous year at least 10 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field “Public Financial Management” with a minimum commission value of 100 000,00 EUR.

Mindeststandards:

1) At least 3 reference projects in the technical field “Public Financial Management” and at least 1 reference projects in the region Africa in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of 100 000,00 EUR.
