Cambodia achieved economic growth rates of around 7 % p.a. over the past 20 years. However, the economic and social disparities between urban and rural areas are increasing. Micro, small and medium enterprises (MSMEs) are the main economic drivers in rural areas, albeit with very low productivity and only a few sectors with a low level of added value. MSMEs face various challenges e.g. low competency of staff or insufficient supportive instruments and services. Acceptance of and trust in business institutions offering services is low. Government offers for MSMEs are limited. Against this background, the German Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the project “MSME Development Support in Cambodia”. It aims at improving the conditions for higher growth through the MSME sector by providing policy advice at the national level and implementing pilot measures to improve advisory and qualification measures for MSMEs at the local level.

Kurze Beschreibung:

The contractor shall be responsible for contributing to selected module indicators as well as to indicators of Area of Intervention (AoI) 1, which promotes MSME business skills development for owners, managers and employees of micro, small and medium enterprises from Battambang province. Also, AoI 1 supports the qualification of local business development service providers. To this end, the contractor will on one hand qualify, train and coach Cambodian BDS providers (training of trainers) so that they can offer new training services on thematic modules (1) Tax/Finance; 2) Marketing/Sales; 3) Human resources; 4) Environment/Health/Safety/Gender). On the other hand, the contractor provides trainings directly targeted at Cambodian MSMEs in cooperation with the BDS providers (training on the job).

In more detail, the following services should be provided:

— prepare and provide training of didactics for 30 business development service providers,

— train 16 BDS providers on the following thematic modules,

— Module 1: Tax/finance (module units: tax, finance, accounting),

— Module 2: Marketing/sales (module units: marketing, sales, e-commerce, logistics),

— Module 3: HR development/management (module units: HR recruitment, HR planning, HR management, Communication, mediation and conflict resolution),

— Module 4: Environment, Health and Safety (EHS) and gender (module units: environment, occupational health, occupational safety, gender),

— prepare and provide MSME trainings (for 100 MSMEs) in the thematic modules and coach the local BDS trainers on-the-job during those MSME trainings and afterwards,

— develop recommendations for the improvement of the MSME framework in Cambodia based on the previous discussions with the BDS providers and MSMEs throughout the trainings and coaching.

Befähigung zur Berufsausübung:

2) Declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;

3) Association clause if applicable;

4) Corresponding declarations of subcontractors if applicable.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years at least 220 000 EUR;

2) Number of employees as at 31.12 of the previous year at least 3 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field “Peace and security teaching field” with a minimum commission value of 30 000 EUR.

Mindeststandards:

1) At least 4 reference projects in the technical field “training and coaching of micro, small and medium-sizes enterprises (MSMEs)” and at least 1 reference project in the region South-Eastern Asia in the last 3 years..

2) The technical assessment is only based on reference projects with a minimum commission value of 30 000 EUR.

The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document “Request to participate and eligibility declaration by applicants (call for competition)”, and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.

If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the Contracting Authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the Contracting Authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;

3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the Contracting Authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;

4) More than 15 calendar days have expired since receipt of notification from the Contracting Authority that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
