Beschreibung der Beschaffung
The contractor is responsible for achieving the overall output ‘ICGLR Member States develop and implement a multi-level and gender-responsive mediation strategy/framework at the regional, national and level’. This output is contributing to the implementation of the ICGLR Peace and Security Programme. The time frame for implementing the proposed intervention starts from the contact award until 31.12.2021. The fixed budget for this intervention is 660 440 EUR.
The indicative activities are as follows:
1) Provide technical assistance to ICGLR to:
(i) review existing ICGLR mediation structures, mechanism and tools;
(ii) develop a comprehensive gender-responsive mediation strategy/framework at regional, national, and local level through a participatory process led by ICGLR and in consultation with other regional organizations and mechanisms (AU, IGAD, SADC, FemWise, PanWise, etc.).
2) Develop and implement a comprehensive mediation capacity building programme:
2.1) Strengthen ICGLR existing mediation structures (including the pool of mediators), capacities an expertise, including the development and implementation of a ‘training of trainers’ program at regional level targeting the existing pool of ICGLR mediators, members of ICGLR youth, women's and civil society Fora);
2.2) Develop capacity building programs for national and local institutions and organizations dealing with mediation at national and local levels in maximum 4 pilot countries (including existing ICGLR structures at national level: women, youth and civil society forums, etc.).
3) Support the development and implementation of mediation strategies in maximum 4 pilot countries:
3.1) Identify a maximum of 4 pilot countries, based on a comprehensive conflict analysis, and windows of opportunities for peace;
3.2) Support ICLGR in the development of gender-responsive regional, national local level mediation strategies in maximum 5 pilot countries based on the conflict analysis (see above);
3.3) Provide technical assistance and expertise to ICGLR in the implementation of the regional, national and local mediation strategies and accompany mediation processes in maximum 4 pilot countries.
4) Develop communication materials and activities to showcase ICGLR mediation framework and best practices and facilitate lessons learned with the Great Lakes Region on different mediation initiatives.
5) Support coordination of ICGLR with the UN, AU and regional organizations and mechanisms involved in mediation processes in the Great Lakes region.
The indicative indicators are as follows:
— ICGLR disposes of a comprehensive multi-level and gender-responsive mediation strategy and framework,
— number of mediators (male/female) trained at national and community-based level within ICGLR Member States,
— number of peace processes at regional, national and community levels that have been facilitated through the ICGLR mediation framework,
— number of women from ICGLR Member States that participate as negotiators, mediators, observers, etc. in ICGLR-led mediation processes,
— number of communication pieces produced on best practices of the ICGLR mediation framework.
