Beschreibung der Beschaffung
The competition is to assist the GIZ project team in the implementation of the project in the 4 African partner countries and Europe. This includes conceptual and environmental legal consultancy on technical matters, capacity development of relevant matters, conceptualization and design of communication and PR approaches as well as liaison with stakeholders in partner countries, European businesses and business organizations as well as relevant international organizations. The GIZ project team consists of a team in GIZ HQ in Bonn and national staff embedded in related GIZ implemented projects in the partner countries. The consulting team is expected to work in close coordination and collaboration with the GIZ teams in HQ and the partner countries.
Specific tasks under Output A (requirements for access and benefit-sharing) include:
— supporting the development of actor specific manuals of the national regulatory ABS frameworks,
— developing the concept for and conducting ABS contract trainings in the partner countries,
— conceptual advice to partner organizations on the design of an IT-based system for ABS applications and approval processes as well as subsequent monitoring of the utilization of the accessed material.
Specific tasks under Output B (benefit-sharing for biodiversity conservation) include:
— supporting the development of national guidelines for the use of benefit-sharing for biodiversity conservation measures, taking into account their specific relevance to women,
— supporting dialogue with European industry for reflecting in their best practices elements of partner countries' guidelines for the use of benefit-sharing for biodiversity conservation measures,
— supporting actors involved in the value chain and state institutions in the development of partner country specific concepts for financing and support mechanisms at national and/or local level.
Specific tasks under Output C (biodiversity-based value chains) include:
— supporting the identification and liaison with European users who are willing and ready to invest in the development of new products with biodiversity-based ingredients from the partner countries,
— supporting the facilitation of and provision of legal advice for the negotiation of agreements between providers and users with a view to ensure that:
1) Cooperation for technology/know-how transfer has been agreed upon in order to increase the value addition in partner countries; and
2) new jobs or improved working conditions, including at least 50 % for women, along biodiversity-based value chains have been created in the context of these collaborations.
Specific tasks under Output D (German DC for new partnerships) include:
— supporting the GIZ team in the development and design of analogue and/or digital (BMZ) publications and high-level events that contain contributions of the project for the fair sharing of benefits for the conservation of biodiversity.
