After a first phase (08/2015-07/2019), the GIZ Biodiversity and Forestry Programme (BFP) will enter into a second phase from 08/2019 to 07/2021. The overall objective of the follow-on module is: ‘The effectiveness of the management of biodiversity and forest resources by federal, regional and local institutions is improved in consideration of benefits to the local population’. During the second phase, the following key outputs are to be reached:

1) The capacity of federal and regional institutions responsible for the management of biodiversity and forest resources are improved;
2) Local conditions are created which allow the conversion of degraded forests and landscapes to productive, forested and ecologically more valuable landscapes;
3) Proven tools are available for conserving the socio-economic and ecological functions and services of protected areas and adjacent zones.
In this tender, BFP aims at identifying a partner to implement the project in 2 of the selected project sites: the Chebera Churchura Naitonal Park (CCNP) and the Sheka Biosphere Reserve (BR), both located in Ethiopia's Southern Nations, Nationalities, and Peoples' Regional State. In particular, the contractor is responsible for capacity development of the units responsible for the management of the CCNP and the Sheka BR, with a focus on the implementation of the respective management plans, community conservation approaches and participatory forest management, land-use planning, income-generating activities and monitoring.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:
1) Trading name and address, commercial register number;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
Wirtschaftliche und finanzielle Leistungsfähigkeit:
1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);
2) Declaration on the number of employees as at 31.12 of the previous year.
Mindeststandards:
1) Average annual turnover for the last 3 years at least 1 000 000 EUR;
2) Number of employees as at 31.12 of the previous year at least 10 persons.
Technische und berufliche Fähigkeiten:
It is necessary to provide references in the technical field ‘Protected Area Management’ with a minimum commission value of 250 000 EUR .
Mindeststandards:
1) At least 3 reference projects in the technical field ‘Protected Area Management’ and at least 3 reference project in the region Eastern Africa in the last 3 years;
2) The technical assessment is only based on reference projects with a minimum commission value of 250 000 EUR.
