Beschreibung der Beschaffung
The objective of the assignment is to strengthen the planning capacity of regional and national partners, with an initial focus on the Latin America and Caribbean region but with the capability to support additional projects in Asia and Africa. The assignment requires delivery of GET.transform activities and may include demand-based requests for service from other programmes of GET.transform contributors.
To this end, this tender entails the following work packages that will be delivered in the context of the GET.transform programme:
— integrated energy sector planning: support integration of energy and climate planning in a manner that considers affordability, efficiency, security and reliability in order to align objectives and design effective mitigation and adaptation strategies,
— electricity system planning: support national governments in ensuring proper planning for the development of electricity systems and infrastructure necessary to promote economy-wide development, which often involves highly technical design at the generation, transmission and distribution levels,
— grid and system integration of RE projects: provide technical expertise advising on the sustainable integration of variable RE projects into national and regional electricity grids,
— regulatory framework and institutionalization: advise on international best practices for institutionalizing energy sector regulatory roles, responsibilities, and capacities,
— knowledge management, monitoring and evaluation: ensure the provision of appropriate knowledge products that valorise and make use of experiences and lessons learnt from cooperation with specific countries and regional organizations,
— additional work packages: due to the nature of GET.transform as a highly modular platform, intentionally designed for scaling up, it is possible that this may lead to an increase of the budget due to expansion of budget for core GET.transform activities, amendments to core services, requests for support from other programmes, or extension of the GET.transform programme.
In terms of estimated resource allocation, this includes (up to):
— a total of approx. 960 expert days, delivered through individual experts and expert pools,
— 70 000 EUR for travel,
— 10 000 EUR for subcontractors,
— 45 000 EUR for flexible remuneration, and
— 10 000 EUR for workshops.
The ToR include several special agreements that outline the potential for amendments and scaling-up of the assignment as additional funding becomes available, additional partner programmes request service from the expert pools, or potentially further requirements arise from GET.transform contributors.
