Mozambican small and medium-sized enterprises — MSMEs neither create enough employment possibilities nor can they produce enough products and services to satisfy the daily needs of the population. The core problem is that MSMEs do not have a favourable legal, administrative and institutional framework which would allow to contribute to inclusive and poverty-reducing growth. Causes for this insufficiency are a weak institutional framework, deficient availability, low skilled public officials, a heavy bureaucratic apparatus and corruption. The lack of well skilled employees and entrepreneurial competencies and capacities are low. The high number of illiterate clients, employees or suppliers form a challenge for the companies plus access to financial services. The objective of the overall project is Improvement of framework conditions for a competitive private and financial sector.

Most banks do not yet recognize the business potential of selling their services to MSME clients in rural areas. At the same time the knowledge of MSMEs about financial services is rather low.

The module objective is: MSME use improved framework conditions for inclusive growth.

The contractor is responsible for tasks related to intervention Area 3: ‘Financial Systems Development’ which promotes an improved access to financial services for MSME in rural areas, here in the provinces of Inhambane, Manica, Sofala, Nampula and Zambezia. A strong collaboration with Intervention Area 2: ‘Private Sector Development’ and here in particular for the development of financial services for sustainable inclusive business models (inBM) is of crucial importance.

For the implementation of the measures described we need professional support in form personnel as described in the terms of reference.

Dauer: 24 Monate

Depending on the mandate and volume of available funding for prolongation, GIZ may optionally commission contract extension based on the criteria in the tender documents to the successful bidder of this tender.

4) Association clause if applicable.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Average annual turnover for the last 4 years;

2) Number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years: 1 500 000 EUR;

2) Number of employees as at 31.12 of the previous year: 10 employees.

Technische und berufliche Fähigkeiten:

1) At least x reference projects in the technical field xxx and at least x reference projects in the region xxx in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of xx EUR.

Mindeststandards:

1) At least 3 reference projects in the technical field FSD of which at least 1 in rural/agricultural finance and at least 1 reference projects in the region Africa in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of 500 000 EUR.
