In Namibia, preconditions for start-ups, setting up enterprises and scaling up small businesses are inadequate. Support structures for start-ups are in their very early stages, albeit promising. The Namibian-German Technical Cooperation project ‘Start-up Namibia‘, implemented by GIZ on behalf of the German Government, thus aims to improve conditions for the establishment and growth of start-ups in selected regions in Namibia.
Start-ups have the potential to drive the creation of new jobs in Namibia and can have funda-mental impact on overall economic productivity. Start-ups can also contribute to economic growth by spurring innovation and injecting competition. New entrepreneurs can bring new ideas to the table, much needed to stir innovation and generate competition. In Namibia, the combination of innovation and technology with traditional industries opens new opportunities. Start-ups tend to cluster and thrive in an ecosystem where they can find the necessary re-sources for success, including good universities, incubators, public-sector and private-sector support, and expert services like legal, accounting, and consulting.
It is this ecosystem needed by start-ups that is so far inadequate or lacking completely in many regions of Namibia. As a result, the establishment and growth of start-ups remain behind the development potentialities. Start-up Namibia's objective is therefore to improve the conditions for the establishment and growth of start-ups in selected regions in Namibia.
To reach this objective, a Start-up Incubation and Innovation Centre will be built in Windhoek on the premises of the Bokamoso Entrepreneurial Centre, with regional outreach units. The Centre will incubate start-ups and serve as a ‘one-stop-shop’ for all needs a start-up faces in its ideation, establishment and growth phases. The project is expected to deliver the following main outputs:
Output 1 provides the necessary infrastructure of the Start-up Centre in Windhoek (with a co-working space, a maker-space and community area) and mobile outreach units to service three regions in Namibia. In addition, a sustainable business model to run the Start-up Centre, reaching at least break-even point within the Module's duration, is developed. In Windhoek, the premises of the Start-up Centre will be constructed adjacent to the Bokamoso Entrepreneurial Centre in Katutura, operated by the City of Windhoek.
In Output 2, new services will be developed by the Start-up Centre for start-up founders and employees of micro-enterprises in Windhoek and selected regions. This contributes to the strengthening of entrepreneurial capacity and reduces the rate of failed businesses.
Output 3 aims at easing the access to financial services for start-ups (such as seed capital and growth financing). Improved access to financial information and funding sources enables medium to long-term financing of product and business development and strengthens the performance of start-ups.
Through collaborations with the public and private sectors, Output 4 further contributes to building the necessary ecosystem Start-ups need to prosper. Cooperation with local (large) enterprises is expected to lead to know-how and technology transfer and technology sharing, contributing to the increased competitive and innovative capacity of the supported companies. In addition, cooperation with the private sector should constitute one of the revenue streams of the Start-up Centre, thus ensuring its financial viability.
The contractor is expected to run the daily operations of the Start-up Incubation and Innovation Centre as well as its regional outreach units, and implement outputs 2, 3 and 4. The construction of the Centre as well as the procurement of the regional outreach units will be done by GIZ. The contractor will develop a sustainable business model and viable revenue streams for the operation of the Start-up Centre, allowing the Centre to cover its cost.
