Nepal's federalisation reform requires a reorientation of newly established local governments that have been given a central role in the provision of services in the various sectors as well as development planning and budgeting mandated by Local Government Operation Act (LGOA).
The objective of the governance support programme is to strengthen 12-15 selected municipalities in three provinces in the participatory preparation of local development plans, the expansion of opportunities for the participation of disadvantaged population groups and the inclusive provision of services through capacity development as well as technical, organisational and process advice.
The project is structured into 3 fields of action:
— improving the framework conditions for participation of disadvantaged groups in selected municipalities,
— strengthening capacities of selected municipalities for inclusive service provision,
— improving conditions for disseminating approaches to inclusive service provision in municipalities.
The aim of Output 1 is to improve participation opportunities for disadvantaged groups in municipal decision-making processes. To this end, the partner municipalities shall be advised on how to optimise and institutionalise key processes in the cycle of local strategy development with a focus on target group-oriented participation. Milestones are the implementation of participation processes, the preparation of strategy and planning documents as well as the performance of public audits.
The aim of Output 2 is to strengthen the capacities of selected municipalities for inclusive service provision. The expansion of decentralised administrative structures, the needs-based optimisation of processes and the establishment of target-group-specific approaches to service provision shall enable municipalities to ensure that disadvantaged population groups have improved access to municipal services (module objective). Milestones are the development and implementation of models for inclusive service delivery, the creation of revenue improvement action plans and the training of municipal legal committees.
Output 3 aims to improve the conditions for the dissemination of established good practices on inclusive service delivery approaches. For vertical scaling up, the project supports key institutions for municipal capacity development such as the provincial centers for good governance in order to document practical experience regarding inclusive service provision and disseminate it to a wide range of municipalities. Milestones are the creation of orientations (guidelines, handouts, training modules) and the organisation of inter-municipal exchange events.
To implement the technical cooperation project the services of a contractor are required to deliver services in 2 areas of action; firstly, policy support and technical advice for inclusive integrated local development strategies/plans, secondly development of capacities of institutions which deliver capacity development services to municipalities other government institutions for dissemination of best practices on local development planning issues.
In the first action area 10 selected local governments in three provinces of Nepal shall be supported by the contractor in preparing policies and procedures to ensure participation of disadvantaged groups.
In the second action area the capacity of the provincial centers for good governance and other organizations in their function as capacity development institutions shall be strengthened.
