Beschreibung der Beschaffung
The firm of consultants shall, in close collaboration with the GIZ project and the main implementing partner Office for the presidential advisor on the peace process (OPAPP) and other implementing partners, design, set up and implement actor-specific exchange fora to foster Mindanao-wide learning, knowledge sharing and networking on youth-oriented peace building. This includes the following main activities:
— setting up a learning and exchange forum for teachers to discuss effective approaches in the field of youth-oriented peace building. In addition, the design and implementation of learning and exchange formats (both personal and virtual exchange formats),
— establishment of a learning and exchange forum for youth initiatives in Mindanao and creating virtual spaces to facilitate ongoing support and exchange,
— establishment of a Mindanao-wide learning and exchange forum for state actors, including joint learning on youth and peace-oriented local development plans. In addition, the design and implementation of learning and exchange formats (both, personal meetings and virtual exchange).
The establishment of the learning and exchange fora as well as the design and implementation of formats essentially comprises the following process steps:
1) Analysis of already existing actor-specific platforms and fora for exchange and mutual learning;
2) Concept design for the fora including budget and sustainability concept as well as risk analysis and discussion with the contracting party;
3) Final concept development for the 3 planned exchange fora;
4) Establishment and documentation of the exchange fora in cooperation with the respective implementing partner;
5) Identification and design of appropriate learning and exchange formats within the fora;
6) Implementation and documentation of the learning and exchange formats.
Furthermore, the following principles serve as important guidelines for the establishment of the fora and the design and implementation of learning and exchange formats:
— the project deals with politically sensitive issues, such as the prevention of radicalization and violent extremism. In addition, the implementation takes place in a highly conflictive environment. Therefore, context- and conflict-sensitive planning and implementation must be correspondingly reflected,
— for the effectiveness of the fora and the exchange and learning formats, a gender and culturally sensitive approach to planning and implementation is required and shall be reflected in the concepts to be created accordingly.
Besides the establishment of actor-specific learning fora, the firm of consultants will be responsible for the establishment of a context- and conflict-sensitive results-based monitoring system for the project.
Core activities are the following:
— analysis of relevant and available documents for the assessment of the project context,
— provision of updated and project-specific regional context and conflict analysis based on the GIZ specific requirements of PCA,
— development of a proposal for a context- and conflict-sensitive results-based monitoring system,
— advising the project regarding the set-up and processing of the context- and conflict-sensitive monitoring system.
In addition, the firm of consultants shall provide advice to the project on topics of organizational development and knowledge management.
This essentially includes the following activities:
— moderation of biannual team workshops for strategic and operational planning,
— supporting the project staff in their specific advisory roles and joint use of specific capacity works tools,
— supporting advice regarding the sustainability of the project activities and the handover to implementing partners at the end of the project.
The experts seconded by the firm of consultants must cooperate closely with project staff and the project officer responsible for the commission.
