As part of the German-Ghanaian reform partnership, a new component on ‘Demand-oriented Technical and vocational education and training (TVET) for Renewable energy and Energy efficiency (RE/EE)’ was integrated into the existing technical cooperation program ‘Market entry in RE/EE for the productive sector in Ghana’. This new component aims at improving capacities for the development and implementation of demand-oriented modular RE/EE training programs. It thus contributes to meeting the growing demand for RE/EE specialists in Ghana.
The TVET-component focuses on three central levers:
1) Promoting active participation of industry in the development, implementation and examination of vocational training courses on RE/EE;
2) Enhancing capacities of vocational training institutions for the implementation of the developed vocational training programs;
3) Improving the prerequisites for successful transition of the target group into vocational training and into (self-)employment.

Kurze Beschreibung:

The TVET-component focuses on three central levers:

1) Promoting active participation of industry in the development, implementation and examination of vocational training courses on RE/EE;

2) Enhancing capacities of vocational training institutions for the implementation of the developed vocational training programs;

3) Improving the prerequisites for successful transition of the target group into vocational training and into (self-)employment.

The contractor is tasked with the achievement of output-indicators E.1, E.3, and F1 and with contributing to the achievement of output-indicators D.2 and D.3. Thereby, the contractor will be contributing to the achievement of all 3 outputs (D, E and F) of the program's TVET component. In particular, the contractor will be responsible for the following tasks to achieve the aforementioned outputs:

1) Support the development of a modular Competency-based training (CBT) curriculum for 1 initial and 3 further TVET programs based on a pre-defined occupational standard related to RE and/or EE. This includes the development of corresponding teaching and learning material and CBT assessment material;

2) Compose school development plans for 3 pre-selected, partnering TVET providers based on skills gap analysis of facilitators/teachers, capacity gap analysis of school management and an analysis on equipment needs for RE/EE trainings. Further, the contractor is expected to assist in setting up the structures for the implementation of the school development plan;

3) Strengthening capacities of TVET personnel, which primarily includes training of facilitators and teachers of initial training program and also capacity development of school management;

4) Support development and implementation of cooperative training model agreed between private and public TVET actors, through the establishment of communication channels between TVET providers and private training companies on the one hand and the draft of a coordinated training plan for school and workplace training modules on the other;

5) Support implementation of further training modules in the area of RE/EE by assisting further training providers in the development of business models for further trainings, which include a concept on duration, frequency, future financing and a cost calculation;

6) In cooperation with the business community and employment offices, develop a gender-sensitive approach promoting access to demand-driven TVET for RE/EE which is based on an analysis on barriers to access to demand-driven education and training for RE/EE which is also to be performed by the contractor. The concept shall ensure that training providers and training companies get appropriate participants.

The contract shall provide 3 long-term experts for an intervention period on site of 24 months per expert and a pool of short-term experts on an intermittent basis accounting for 50 expert-months in total. The assignment is scheduled from December 2019 until December 2021.

2) at least 3 reference projects in Africa started or finished within the last 3 years;

3) Only reference projects with a minimum commission of 200 000 EUR will be considered.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
