With this tender, GIZ intends to contract a service provider to provide technical assistance to support project promoters in Sub-Saharan African countries to develop low-carbon, resilient infrastructure projects in cities.

The objective of this assignment is to provide advisory services to municipalities and project promoters for identified investment opportunities across CoM SSA's target countries in the project preparation stage to access finance.

To this end, this tender entails the following specific tasks that are delivered in the context of the CoM SSA Phase III:

— Task 1: initial clarification of the assignment: briefing on the assignment and clarification of key aspects, in particular through a physical meeting in Brussels.

Deliverable: inception report.

— Task 2: input into project identification and selection: the contractor shall provide its expertise to make a selection of the projects, which are considered suitable for project support through the CoM Phase III project.

Deliverable: input project selection

— Task 3: early window support: the experts shall provide coaching and advisory services into the viability of the project. The contractor shall assess the key factors together with the project developers that will determine the project type and financial vehicle.

Deliverable: project proposal/roadmap

— Task 4: late window support: provision of the support services at a later stage of project development. The support to projects shall be provided through coaching and advisory services with a particular view to taking the developer on a concrete pathway towards achieving bankability.

Deliverable: pre-feasibility studies.

1) At least 7 reference projects in the technical field development of sustainable infrastructure projects in cities and at least 5 reference projects in the region Africa in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of 300 000 EUR.
