Beschreibung der Beschaffung
The objective of the services is to improving the absorption capacities of public services in the fields of water and sanitation. The beneficiaries are primarily host communities and internally displaced persons and refugees. The consulting services will contribute to improving the over-all water and sanitation service management in Dohuk Governorate, Kurdistan, Iraq.
In order to adjust the frame conditions and the operations of water and sanitation services the Consultancy will address the following administrative levels: the General Directorate of Water and Sewerage in Erbil and the Directorates on the Level of Dohuk Governorate.
In a results-based approach, the indicator for the successful implementation of the consultant's intervention is the achievement of its objectives, defined by the following results:
— key-performance-indicators (KPIs) which were agreed within a consultative and participatory approach are regularly reported by the Directorates of Water (Directorate of Dohuk Water, DoDW and Directorate of Dohuk Outskirts Water, DoDOW) to the General Directorate of Water and Sewerage within the Ministry of Municipalities and Tour-ism (MoMT) in Erbil,
— appropriate data management procedures are used by the General Directorate and the subsidiary Directorates of Water to document their assets and to support decision-making,
— Non-Revenue-Water (NRW-) task forces are set up by the Directorates of Water (DoDW and DoDOW) and operate according to a ‘NRW Reduction Strategy’,
— the Directorate of Municipalities (DoM) applies a concept to manage and operate faecal sludge transport and treatment facilities.
The results will be attained through the following mechanisms:
— the consultant will support achieving 2 project outputs and will assist in its implementation through international and national experts inputs,
— as part of the activities, the consultants contribution will be closely coordinated with the GIZ Project management. In view of the working environment, a flexible approach to the work is imperative,
— the consultants approach shall be based on knowledge-oriented advisory services, including participatory organization, project planning, decision-making and prioritizing as well as underlying financial and management requirements,
— services will be delivered in agreement with the beneficiaries priorities.
Key fields for expertise denote the current, expected status and requirements, and they may be adjusted during the Project's implementation process.
The consultant is expected to respond to changes flexibly, especially if the project is in danger of straying from the defined results corridor (described earlier). In this regard, the consultant shall make appropriate use of the five success factors of GIZ's capacity works management model.
The consultant is responsible for the implementation of the project ‘ConNex — support of basic public services for vulnerable people, Iraq’ in close cooperation with the GIZ project manager and the component lead who are responsible to BMZ for the German contribution.
The consultant shall focus on output C ‘Principles for efficient water management in KRI are piloted’, and output D ‘Water and Sanitation services for the population in host communities and camps are improved’. The achievements of the previous GIZ Program on ‘Stabilization of Water supply and Sanitation Services for IDPs, refugees and residents of Dohuk Governorate’ need to be incorporated.
Since capacity development is the prime objective of this assignment, the consultant shall in-volve partners’ staff to the largest possible extent into all activities at all stages.
Additionally, the consultancy shall respond to expectations formulated by the partners during the implementation of the measure. It is therefore important to acknowledge that the approach and methodology may be subject to adjustment. A high degree of flexibility shall be reflected in the technical proposal.
