This tender concerns the implementation of Component 3 of the abovementioned project ARISE Plus Cambodia ‘Enhancing Private Sector Engagement’. Within this component, the contractor is expected to deliver 3 workstreams:
3.1) SME export development: the project will enable SMEs to take advantage of the facilitated trade environment. The contractor will individually support selected SMEs, preferably from rural and semi-urban areas, in making use of export potentials, including as supplier to exporting companies (‘backward linkages’) located domestically or across borders. The contractor will develop criteria for the selection of beneficiary SMEs, which may refer to business characteristics, to particular sectors or products, regions within Cambodia, a focus on particular target overseas markets, categories of support required, etc. The contractor will select SMEs accordingly and assist them in moving up the value chain and meeting export standards. This is likely to include individual support measures, such as market research/intelligence, match-making, certification, assistance with border procedures, improved adherence to quality standards or other targeted assistance;
3.1) SME export development: the project will enable SMEs to take advantage of the facilitated trade environment. The contractor will individually support selected SMEs, preferably from rural and semi-urban areas, in making use of export potentials, including as supplier to exporting companies (‘backward linkages’) located domestically or across borders. The contractor will build on government (and development partner) efforts to educate the private sector about trade-related policies and procedures, ‘going the last mile’ to ensure that communication materials are not only appropriate to the needs of current (and potential) SME traders but also that this information actually reaches the target audience. The contractor will support business associations and other business service providers to offer trade-related information to SMEs in user-friendly formats. The contractor will support government partners in the development of these materials, and the contractor will produce and distribute them (using partner networks and resources whenever possible). Topics may include SPS and technical barriers to trade requirements, quality infrastructure and relevant private standards, export and import procedures, including EU and in particular ASEAN certificate of origin, self-registration, etc. The contractor will raise awareness about available tools such as the National Trade Repository in Cambodia. Target-specific information, especially for women-led/women-owned enterprises, will be provided whenever feasible and appropriate;
