Kurze Beschreibung:

The demand for water in Tanzania is growing rapidly, boosted by economic development, agricultural production and population growth, especially in urban areas. Despite favourable institutional structures, the use of water as a resource is not being adequately regulated. The water supply and sanitation authorities have difficulty in securing the supply of water and sanitation services, especially to cover unplanned urban areas. The urban population grew by 67 % between 2002 and 2012. Today, seven out of ten urban residents are underserved. Only one tenth of the poorest 40 % of the population has access to safe drinking water. Less than 10 % of the urban population has access to sanitation in accordance with SDG 6.2. At the same time, the water sector lacks the skilled workers required to meet the challenges. Training standards for the water sector are for the most part excessively academic and theoretical as it is more attractive for educational institutions to orientate themselves towards academic education. The Ministry of Water's Water Institute estimates of some 5 000 well-trained practitioners (technicians and artisans) for employment in the sector.

It is envisaged that the consulting services will be carried out by 1 international team leader (26 months) and one national/regional expert (26 months) as well as an international pool of short term experts (6 person months) and a national/regional pool of short term experts (6 person months) within an overall contract period from 15.12.2019 until 28.2.2022.

The team leader will be posted in Dar es Salaam within the GIZ Water Programme to mainly provide technical support the Water Institute and other institutions related to technical education and training, such as the Vocational Education and Training Authority (VETA), the Association of Tanzanian Water Sector Stakeholders (ATAWAS) and the private sector. Domestic and international trips are part of the job. The team leader will be in charge of managing the consultancy according to the ToR and agreed work plans, and in close contact with the GIZ advisor in charge. The team leader shall assign and supervise the short term experts and make sure that results and deliverables will be timely and in good quality. The team lead shall also tap international experiences and best practices for the benefit of the project.

The national/regional expert shall support the team leader and the project in achieving the desired results and indicators. The national/regional expert will act as liaison and contact person between the project and the direct counterparts, and will bring to the table the national knowledge, experience, expertise and Tanzania specific considerations. The National/Regional Expert shall be based in the Water Institute, Dar es Salaam, but needs to undertake domestic travelling.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Average annual turnover for the last 3 years: at least 2 500 000 EUR;

2) Number of employees as at 31.12 of the previous year: 20 persons.

Technische und berufliche Fähigkeiten:

At least 3 reference projects in the technical field vocational education and training in the water, waste and energy sectors and at least 3 reference projects in Eastern and southern Africa implemented (or in the course of implementation) within the last 3 years.

The technical assessment is only based on reference projects with a minimum commission of 750 000 EUR.
