The demand for water in Tanzania is growing rapidly, boosted by economic development, agricultural production and population growth, especially in urban areas. Despite favourable institutional structures, the use of water as a resource is not being adequately regulated. The water supply and sanitation authorities have difficulty in securing the supply of water and sanitation services, especially to cover unplanned urban areas. The urban population grew by 67 % between 2002 and 2012. Today, seven out of ten urban residents are underserved. Only one tenth of the poorest 40 % of the population has access to safe drinking water. Less than 10 % of the urban population has access to sanitation in accordance with SDG 6.2. At the same time, the water sector lacks the skilled workers required to meet the challenges. Training standards for the water sector are for the most part excessively academic and theoretical as it is more attractive for educational institutions to orientate themselves towards academic education. The Ministry of Water's Water Institute estimates of some 5 000 well-trained practitioners (technicians and artisans) for employment in the sector.

It is envisaged that the consulting services will be carried out by 1 international team leader (26 months) and one national/regional expert (26 months) as well as an international pool of short term experts (6 person months) and a national/regional pool of short term experts (6 person months) within an overall contract period from 15.12.2019 until 28.2.2022.

At least 3 reference projects in the technical field vocational education and training in the water, waste and energy sectors and at least 3 reference projects in Eastern and southern Africa implemented (or in the course of implementation) within the last 3 years.
