Short description of the project:
The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the project ‘Improving Basic Education in Malawi’ over a period of 3 years. The aim of the project is to further improve the quality of teacher training.
The new project will be implemented in four areas of interventions:
1) Establishing an evaluation system to assess the achievement of the national standards for teacher training;
2) Improving the capacities of teacher training institutions in the implementation of the new teacher training curriculum;
3) Strengthening the capacities of practical schools in the supervision of student teachers; and
4) Improving the use of information and communication technologies (ICT) for teaching and learning.
The target group of the project are students at the 8 public Teacher Training Colleges (TTC), lecturers from TTCs and Montfort Special Needs Education College. 5 500 primary school pupils are also targeted indirectly. Teachers at the Teaching practice schools (TPS) are considered as well.
Tasks to be performed by contractors:
The contractor is responsible for the implementation of output 4 in close cooperation and agreement with the person responsible for the overall project.
Output 4 aims to improve the use of ICT for teaching and learning in teacher training. The pedagogically guided use of ICT shall support lecturers and student teachers to meet the requirements of the new curriculum for the promotion of self-directed learning and to improve learning performance of the student teachers. Thus, ICT will contribute to improve the quality of teacher training (module objective). The capacity development of management, lecturers and student teachers at TTCs shall be improved by using ICT-based learning resources. ICT should be integrated into teacher training in a pedagogically meaningful way. In addition, the evaluation of information and materials and their effective use for teaching and learning will be practiced. The underlying assumption is that the early introduction of students to ICT as a mean of self-directed learning also strengthens competences and motivation for lifelong learning.
The contractor is responsible for the following tasks:
— give technical advice to and training of TTC lecturers and students in teaching practice schools in using ICT technologies for teaching. This must be in line with the requirements of the revised Initial primary teacher education (IPTE) curriculum and the National standard of teacher education (NSTE),
— facilitate access to ICT material for student teachers in all public TTCs and Montfort College and to set up infrastructure and determine technology solutions for the digital library,
— provide organisational advice to TTCs on the management of the use of ICT,
— coordinate with partners and other stakeholders on integrated approaches for the use of ICT in teaching and learning,
— compile teaching and learning resources electronically according to the IPTE curriculum and further studies,
— coordinate specific ICT- enabled in-service training to selected TPS staff (hardware, software, and capacity development),
— support implementation of the ‘Blended Learning Course on Inclusive Education’ for 400 student teachers facilitated by Monfort College.
