Project measures:
GIZ is supporting regional operating units (ROUs) at 2 selected water utilities in Jordan (BalqaWater Administration (BWA), Yarmouk Water Company(YWC)). Subject of support measures are the improvement of performance of these water utilities through the enhancement of established work processes and the
Introduction of a performance-based remuneration system. Core element of support concerns the preparation of short-term performance improvement plans (PIPs), which are agreed upon between leadership of the 2 utilities and their regional operating units. Depending on results of these PIPs, which are measured by predefined performance indicators, parts of the efficiency gains are paid back to personnel through a performance-based remuneration system. After successful implementation of the first PIPs, new short-term PIPs are established in order to increase and sustain performance of the water utilities on the long run. RWU II it is a follow-up development measure and strengthens the supported water operators BWA and YWC in applying corporate business principles through 3 major support areas.

Requested consulting services:
The GIZ team based in Amman is already implementing first project measures. PIPs are under preparation and implementation. The GIZ team will be in charge of coordinating all project measures jointly with the project partners.
GIZ is seeking support for the implementation of the project in the following fields:
— analysis of work processes: measuring of work efficiency, identification of deficiencies, workflow documentation and redesign, training needs analysis,
— guidance and mentoring of the maintenance teams: implementation of repair and maintenance campaigns; implementation of measures of the training needs analysis,
— network documentation,
— introduction of the concept of District Metered Area (DMA),
— leak detection,
— pressure management and hydraulic modelling,
— introduction of software for maintenance and reading of bulk and large consumer metres,
— campaign for the reduction of water spills in roof tanks, including repair works at roof tanks,
— hands-on assistance to maintenance teams and quality control,
— operation and maintenance systems for regional operating units,
— reporting support to regional operating units.
