Beschreibung der Beschaffung
GIZ seeks a qualified consultancy company for land-use planning in 31 sucos spread over the Timorese municipalities Baucau, Lautem, Manatuto and Viqueque. The company will directly contribute to the achievement of several project indicators. Key activities are:
— establish a baseline of current knowledge level on the forest and land laws among local authorities and decision makers (e.g. suco chief, aldeia chief, forest guards),
— land-use planning, including the formulation of village regulations and traditional ceremony (Tara Bandu), based on JICA's community-based natural resource management (CBNRM) approach. This approach had been developed and tested in Timor-Leste and a detailed manual is available,
— ensure that land-use plans and village regulations are in line with the relevant Timorese laws (e.g. land law, forest law),
— during this activity, the contractor will pay special attention to:
—— representative participation of the sucos habitants, including a balanced gender participation (50 % participation of women in the land-use planning process is strongly desired),
—— identifying and taking into account environmental risks, especially due to climate change,
—— ensuring that the sucos habitants identify suitable land where they want to practice agroforestry,
—— identifying economies of scale where possible, e.g. by clustering certain activities for several sucos.
— set-up of on average four Tara Bandu signboards in strategic places in the sucos (e.g. at boundaries to other sucos),
— organisation of the first follow-up meeting in each suco one month after the celebration of the Tara Bandu ceremony,
— formulation of a set of guidelines for the implementation of conflict-sensitive land use planning (in English and Tetum) to be used by the Timorese government, especially the Ministry for Agriculture and Fisheries (MAF),
— organisation of a workshop (bilingual English-Tetum, with translation) with relevant government officials (national and municipality level) and key stakeholders in order to discuss the content of guidelines and, if necessary, revise them,
— editing, formatting and layouting the guidelines professionally for publication.
The technical-methodological approach will follow in principle the CBNRM methodology described in JICA's operation manual paired with a climate change vulnerability assessment. It is expected that the land-use planning process in each suco takes about 3 months. Experiences of NGOs contracted by the project in 2019 for a pilot round of land-use planning will be available by early 2020 and need to be taken into account before the start of the implementation phase. Therefore, the contractor should allow for some flexibility in the methodology. To form the team of experts, it is expected that the contractor forms a consortium with or sub-contracts local NGOs with experienced personnel in using the CBNRM methodology. These activities further require close cooperation with different levels of government and authorities.
It is expected that the contractor will contribute to the monitoring and evaluation (M&E) framework of the project and to this end keep and share detailed records of the activities and processes, as needed and specified by the project. Close cooperation with the project staff is necessary at all times.
